Working Conditions
Position located at 1500 5th Street, Sacramento, Sacramento County.
Multiple positions may be filled from this recruitment.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Special Requirements
- Possession of a valid driver’s license is required when operating a state owned or leased vehicle.

- Statement of Qualifications (SOQ) is required.
The Statement of Qualifications (SOQ) serves as documentation of each applicant's ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Resumes and cover letters will not take the place of the SOQ. The SOQ must be typed, no more than two pages in length, and 12-point Arial font.
- Describe your experience supervising or leading IT Application development teams. Include detail about management of work assignments, setting expectations, and providing feedback. Include a description of the team's composition, technologies/platforms used, and any other information relevant to the duties described for this position.
- Describe your experience with ITSM processes specifically in the areas of Incident & Problem resolution, as well as application Change and Release Management.
- Describe your experience with the procurement process of software or IT tools, and the solicitation and management of IT service contracts.
Desirable Qualifications
- Demonstrated experience as a Technical Lead, IT Supervisor, or similar leadership position in a technology-driven environment.
- Experience with the development, maintenance, and optimization of custom, COTS, SaaS and PaaS platform applications.
- Experience with project management methodologies, standards, tools, change and release management processes.
- Experience with ITSM and SDLC tools such as ServiceNow, Jira, ALM Octane, GitHub.
- Experience managing IT service contracts and software procurements.
- Ability to meet business needs by delivering innovative solutions in a fast-paced environment.
- Experience managing multiple high-priority initiatives simultaneously while ensuring focus on quality, deadlines, and business goals.
- Ability to recruit, select, develop, and retain competent staff, making appropriate assignments, managing performance, and fostering a high performing team culture.
- Strong communication and presentation abilities to deliver recommendations, risks/issues, statuses to diverse stakeholders including executives, business partners, technical teams, and vendor partners.
- Problem-solving skills with a focus on providing efficient and innovative solutions to complex business challenges.
