About the role

The California Air Resources Board (CARB) is a dynamic and innovative leader in setting and implementing controls to protect and improve air quality for the citizens of California. The Board's scientific and technical programs rely extensively on web-based information systems. The mission of the Office of Information Services (OIS) is to leverage the most effective information technologies (IT) available to achieve CARB's and Environmental Protection Agency (EPA) program goals, ensuring that such technologies are professionally managed, properly maintained, and efficiently used.

The Portfolio & Project Management Office Branch (PPMO) leads the most complex CARB IT projects and contracts, managing an average of more than $100 million in IT projects and contracts each year. The IT Procurement, Contracts, and Resource Services (ITPCRS) unit is responsible for managing complex and sensitive IT services and goods acquisitions. Under the general direction of the IT Manager I, the Information Technology Supervisor II oversees the planning, organizing, and directing of the ITPCRS team, setting procurement and contracting processes and standards, and ensuring alignment with organizational policies and objectives.

Responsibilities

  • Manage and oversee the planning, projecting, and executing of all IT acquisitions, including Request for Quote, Request for Offer, Request for Proposals, and Invitation for Bid.
  • Develop, facilitate, and communicate with program staff to draft Statements of Work.
  • Select the best IT acquisition strategy, obtain quotes, and develop hardware/software acquisitions completely.
  • Ensure appropriate approvals and signatures are obtained, funds are available, and IT acquisitions are processed accurately, timely, and within budget while sustaining audit requirements.
  • Oversee the OIS budgeting process, legislative bill reviews, and approve expenditures.
  • Supervise the ITPCRS team, providing services in IT contracting & acquisitions, IT budget & cost management, IT strategy, policy, audits & intake, and IT administration & personnel services.
  • Formulate future long-range vision and objectives for IT procurement and contracting processes.
  • Align, review implementation, and ensure conformance with organizational policies and objectives.

Requirements

  • Applicants must submit a Supplemental Questionnaire (SQ) answering the following:

  • SQ must be a maximum of 2 pages (Arial font, 12 point, single spaced, 1-inch margins).
  • Applications without the SQ or with an incomplete SQ will not be considered.

Qualifications

Applicants must meet the Minimum Qualifications stated in the Classification Specification for the Information Technology Supervisor II role.

Pay

$8,504.00 - $11,395.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Schedule

Permanent, Full Time. Hybrid telework arrangement.
