About the role

The California Air Resources Board (CARB) is a leader in setting and implementing controls to protect and improve air quality for Californians. The Board's scientific and technical programs rely extensively on web-based information systems. The mission of the Office of Information Services (OIS) is to leverage effective information technologies to achieve CARB's and Environmental Protection Agency (EPA) program goals, ensuring these technologies are professionally managed, properly maintained, and efficiently used.

The Portfolio & Project Management Office Branch (PPMO) leads complex CARB Information Technology (IT) projects and contracts, managing over $100 million in IT projects and contracts annually. The IT Procurement Contracts & Reporting Section (ITPCRS) oversees planning, projecting, and executing all IT acquisitions, including Request for Quotation (RFQ), Request for Offer (RFO), Request for Proposal (RFP), and Invitation for Bids (IFB).

Under the direction of the IT Supervisor II, the Information Technology Specialist I (ITS I) manages complex IT-related contracts, including services agreements, software licenses, and hardware maintenance contracts. This role focuses on high-risk, politically sensitive, and high-cost IT procurements.

Responsibilities

  • Manage complex IT-related contracts, including services agreements, software licenses, and hardware maintenance contracts.
  • Research, analyze, determine, and recommend solicitation vehicles/methods for formal or informal IT Goods and/or Services procurements (e.g., RFP, RFO, RFQ).
  • Develop, facilitate, and draft Statements of Work in collaboration with program staff.
  • Select the best IT acquisition strategy, obtain quotes, and develop hardware/software acquisitions.
  • Ensure appropriate approvals, signatures, and fund availability; process IT acquisitions accurately, timely, and within budget while ensuring audit sustainability.
  • Oversee the OIS budgeting process, legislative bill reviews, and approve expenditures.
  • Conduct business activities professionally to achieve superior customer satisfaction and deliver services that meet or exceed expectations.
  • Make individual decisions and take actions using best practices and innovative technologies.

Requirements

  • Experience working with IT procurement and contracts.
  • Experience developing Statements of Work and contract language.
  • Ability to effectively communicate both orally and in writing with all levels of departmental staff and external entities, including directorate and management.

Pay

  • Range A: $6,513.00 - $8,729.00 per month
  • Range B: $7,163.00 - $9,599.00 per month
  • Range C: $7,864.00 - $10,537.00 per month

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
