This is an excellent opportunity to contribute to the modernization of Albania's land administration system, working on a high-impact project funded by the European Union. The position offers a chance to apply ICT business analysis skills to improve governance, transparency, and economic development, while collaborating with international organizations and local stakeholders. This is a local retainer position based in Albania (home-based).

About The Project Office

Established in 2020, the UNOPS Office in Albania supports national efforts to improve economic and social conditions in the wake of the November 2019 earthquake. Through its flagship initiatives, UNOPS is contributing to the rehabilitation of cultural heritage sites and the digital transformation of the justice sector. By combining project management, infrastructure development, and technical expertise, UNOPS aims to strengthen Albania’s resilience, enhance public services, and promote sustainable development. The Albania office also plays a role in fostering connectivity and advancing healthcare standards across the country.

Role Purpose

The ICT Specialist – Business Analysis will support the implementation of the EU for Property Rights project by analysing and optimising ICT-enabled business processes and service delivery within the State Cadastre Agency (SCA). The role focuses on identifying inefficiencies, gaps, and risks in existing workflows and translating business needs into structured requirements to support cadastral business process review efforts, including preparatory activities for LPIS. The position will contribute to strengthening transparency, accountability, and integrity of cadastral services. The ICT Business Analyst will act as an interface between business stakeholders and technical teams, ensuring that ICT solutions are fit-for-purpose, user-oriented, and aligned with EU standards and practices.

Responsibilities

  • Conduct a comprehensive analysis of existing ICT-related business processes and service delivery mechanisms within the State Cadastre Agency (SCA), identifying inefficiencies, gaps, and opportunities for optimisation.
  • Facilitate stakeholder consultations, workshops, and interviews to elicit, analyse, and validate business requirements, workflows, and business rules.
  • Translate business needs into clear, structured, and actionable functional and non-functional requirements, using industry-standard methodologies (e.g. BPMN, use cases, user stories).
  • Prepare high-quality documentation, including business requirements documents (BRDs), functional specifications, process maps, and workflow diagrams.
  • Support the design of target (“To-Be”) processes aligned with digital transformation objectives and EU best practices in land administration.
  • Contribute to gap analysis between current systems and required functionalities, providing recommendations for system enhancements or new solutions.
  • Collaborate with technical teams and service providers to ensure accurate interpretation of requirements and alignment with business needs.
  • Support testing activities, including preparation of test scenarios, user acceptance testing (UAT), and validation of system functionality against requirements.
  • Monitor implementation progress from a business perspective and ensure traceability between requirements, deliverables, and outcomes.
  • Consolidate and analyse key performance indicators (KPIs) related to ICT service delivery and system performance.
  • Provide inputs to procurement processes, including technical specifications and evaluation support, as required.
  • Support change management activities by ensuring that business processes and users are prepared for system adoption.
  • Facilitate customer workshops/interviews to collect, analyze, validate and document business requirements, processes, business rules and workflows.
  • Support LPIS preparatory activities by analysing and documenting business processes, data requirements, and system interactions.
  • Support the digitisation / reconstruction / update and improvement of cadastral maps component(s) of the project.
  • Maintain records of project files and other supporting documents.
  • Contribute to knowledge sharing, documentation of lessons learned, and dissemination of best practices.

Requirements

Education

  • Bachelor’s degree (or equivalent) preferably in computer science or information systems or related fields with 7 years of relevant experience.
  • Master’s degree (or equivalent) preferably in any of the above or related fields with 5 years of relevant experience is required.
  • Certification in Business Analysis (e.g., CBAP, CCBA) is desired.

Experience

  • A minimum of five (5) years of progressively responsible experience in ICT business analysis and support to complex information system implementation projects is required, including business process mapping, requirements elicitation, and preparation of functional specifications.
  • Proven experience in analysing and improving business processes and translating business needs into system requirements in large-scale or multi-stakeholder environments.
  • Desired: Experience working with land administration systems or cadastral data.
  • Desired: Experience working with or within international organizations.
