I&E Engineer/Project Engineer
About the role
NorthStar Energy Services, a Quanta Services, Inc. (NYSE:PWR) company, is based in Channelview, TX and provides engineering, design, procurement, construction and support services to the chemical, petrochemical, pipeline, oil & gas, bulk storage and terminal industries throughout the country. This dual-role position combines hands-on electrical and instrumentation engineering with project-level technical leadership, providing the opportunity to contribute from early design through construction, commissioning, and startup.
Essential Duties and Responsibilities
- ELECTRICAL ENGINEERING
- Perform engineering analyses, calculations, and design activities for a broad range of electrical deliverables, including:
- Area Classification Studies
- Arc Flash/Short Circuit Studies
- Protective Relay Coordination Studies
- Large Motor Starting Studies
- Electrical System Modeling utilizing ETAP
- Interconnect Wiring Diagrams
- Electrical Power Distribution and Control Equipment Sizing
- Voltage Drop Calculations
- Motor Control Schematics
- Application of Variable Frequency Drives (VFD)
- One-Line Diagrams
- Conduit/Cable Schedules
- Conduit Design
- Point-to-Point Wiring Diagrams
- Lighting Design
- Equipment Grounding Design
- Electrical Equipment Specifications
- Electrical Load Analysis
- INSTRUMENTATION & CONTROLS ENGINEERING
- Independently develop instrumentation and controls engineering deliverables, including:
- Instrument Index and Instrument Datasheets/Specifications
- Instrument Loop Diagrams (ILDs)
- Instrument Installation Details (process and electrical hook-ups)
- Instrument Location and Cable/Conduit Routing Plans
- Control System I/O Lists and Panel Layout Drawings
- Control Narratives and Cause & Effect Diagrams
- Flow Measurement and Custody Transfer Metering Design (gas and liquid)
- Fire & Gas Detection System Design
- Instrument Selection for Hazardous (Classified) Locations
- Communication Network Design (fiber, Ethernet, serial, wireless)
- PROJECT ENGINEERING & DELIVERABLE MANAGEMENT
- Serve as Project Engineer for assigned projects, with responsibility for scope, schedule, budget, and coordinated technical execution across engineering disciplines
- Coverage of multidisciplinary deliverables and serve as the primary day-to-day technical point of contact for the client
- Develop and maintain core project documentation, including design basis documents, scopes of work, deliverable lists, and progress reports
- Coordinate procurement through RFQs, technical bid evaluations, and purchase recommendations for electrical and instrumentation equipment; review vendor drawings for compatibility with the intended design
- Perform QA/QC reviews of drawings and cross-discipline deliverables to verify safe, code-compliant designs that align with project objectives
- Incorporate company standards, municipal requirements, and applicable regulatory codes into project deliverables
- Respond to RFIs throughout the project lifecycle with clear, timely technical guidance
- Conduct field assessments and walkdowns to gather information needed to support sound design decisions
- Provide engineering support during construction, commissioning, and startup, including punch list resolution and as-built documentation

Education & Experience
- Bachelor of Science degree in Electrical Engineering
- 5+ years of relevant engineering experience, including proficiency in AutoCAD and Microsoft Office Suite
