About the role

Parsons is looking for an I&C Field Inspector to join our Critical Infrastructure team on a significant Water/Wastewater Project in Southern Nevada.

Responsibilities

  • Inspect installation, configuration, and startup of Programmable Logic Controllers (PLCs), Remote Terminal Units (RTUs), Human Machine Interfaces (HMIs), SCADA systems, and industrial communication networks for compliance with design requirements.
  • Verify proper installation and testing of fiber optic communications and wireless telemetry systems used throughout water and wastewater facilities.
  • Witness and document instrument calibration activities for flow meters, level transmitters, pressure transmitters, temperature sensors, analytical instrumentation, valve positioners, and chemical feed systems.
  • Review and validate instrument loop diagrams, wiring schematics, panel layouts, network architecture drawings, control narratives, cause-and-effect matrices, and PLC input/output (I/O) assignments.
  • Witness point-to-point verification testing to confirm proper field device communication with PLCs, SCADA servers, operator workstations, and historian databases.
  • Witness verification of analog, discrete, and pulse signals from field instrumentation through the complete control system architecture to ensure signal integrity and proper scaling.
  • Witness control logic testing, functional acceptance testing, interlock verification, shutdown sequences, alarm management configuration, and process control strategy implementation.
  • Inspect Motor Control Center (MCC), Variable Frequency Drive (VFD), Soft Starter, and Intelligent Electronic Device (IED) integration with plant control systems and SCADA platforms.
  • Coordinate integrated testing of treatment process systems including pumping stations, filtration systems, chemical feed processes, disinfection systems, solids handling facilities, and distribution system controls.
  • Validate startup readiness by confirming completion of instrument calibration records, loop test documentation, redline drawings, software backups, and commissioning checklists.
  • Evaluate contractor test procedures and startup protocols to ensure compliance with project specifications, owner standards, ISA standards, and applicable regulatory requirements.
  • Witness performance testing of automated process control systems to verify achievement of process guarantees, operational setpoints, and design performance criteria.
  • Troubleshoot instrumentation and control system deficiencies by coordinating with contractors, system integrators, engineers, and operations staff to identify root causes and corrective actions.
  • Verify redundant control system functions, fail-safe operating modes, backup power interfaces, communication failover capabilities, and recovery sequences under simulated upset conditions.
  • Review PLC and SCADA software revisions to ensure approved programming changes are documented, tested, and consistent with approved control narratives and design intent.
  • Participate in Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), Integrated Systems Testing (IST), and Operational Demonstration Testing to validate system functionality and operational readiness.
  • Develop and maintain detailed startup punch lists, commissioning deficiency logs, loop status databases, and systems turnover documentation for owner acceptance.
  • Support final system turnover by validating Operator and Maintenance Manuals, instrument indexes, software backups, as-built drawings, network documentation, and operator training completion records.
