Humanitarian Affairs Officer / Access
Duties And Responsibilities
Supports in the analysis of access issues faced by humanitarian organizations, highlights trends, coordinates with key stakeholders, and supports efforts to improve operational space for humanitarian actors.
Supports the provision of guidance for the collection of information on operational constraints and supports approaches and strategies to address access issues.
Sustains the maintenance of the humanitarian notification system; and other access tools and outputs as necessary.
Maintains and updates the Access Monitoring and Reporting Framework (AMRF), including engagement with humanitarian partners to collect data, and supports in the contribution of analysis of regular Humanitarian Access Snapshots as well as other products to support the AWG(s) and HCT as required.
Sustains the coordination and management of the Access Working Group(s), including collecting information from UN agencies and NGOs regarding operational/bureaucratic/administrative incidents across West Bank and Gaza, tracking trends, and contributing to analytical papers/talking points on the evolution of the humanitarian space in the country.
Sustains a network of contacts among key partners and stakeholders, including national and international NGOs, UNDSS, access focal points, the humanitarian community, and OCHA hubs.
Sustains secretariat support to the Humanitarian Access Working Group and the Civil-Military Advisory Group, if relevant, including organizing meetings (agendas and invitations), preparing documents and presentations, drafting minutes, and following up on agreed action points.
Participates in relevant humanitarian sectoral meetings and other related coordination forums, as required.
Supports the updating of country specific civil-military coordination guidelines and other related documents as necessary.
Competencies
Professionalism: Knowledge of a range of humanitarian assistance, emergency relief, and related human rights issues, including approaches and techniques to address difficult problems. Solid understanding of Civil-Military Coordination issues. Knowledge and understanding of the UN Security Management System. Analytical capacity and in particular the ability to analyze and articulate the humanitarian dimension of issues that require a coordinated UN response. Ability to identify issues and judgment in applying technical expertise to resolve a wide range of problems. Ability to conduct research, including the ability to evaluate and integrate information from a variety of sources and assess the impact on the humanitarian rights situation in an assigned country/area. Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters, and human misery); ability to provide guidance to new/junior staff.
