About the role
Provides leadership in attracting, retaining, and developing an engaged workforce to deliver superior services to County residents and businesses. Directs and manages division staff, ensuring the provision of training, instruction, and ongoing development. Oversees service delivery, compliance with program requirements, and long-range planning for the Department.
Responsibilities
- Interviews and selects new employees; assigns tasks, reviews work, and prepares performance evaluations.
- Recommends employee transfers, promotions, disciplinary action, and discharge.
- Provides leadership and management to staff, including interpreting policies, procedures, and Wisconsin State Statutes.
- Provides supervisory coverage during after-hours on-call services (Child and Adolescent, CPS Intake, and Ongoing only).
- Analyzes and evaluates service delivery; meets routinely with staff to develop service delivery plans and update operational policies.
- Administers programs assigned to the Department, ensuring compliance with program requirements.
- Reports administrative and program services, policies, and procedures to responsible boards.
- Provides consultation on screening cases, crisis management, treatment options, and diagnoses for targeted populations, including after-hours support.
- Contributes to long-range planning, goals, and organizational direction for the Department.
- Evaluates Department service delivery, conducts needs assessments, and recommends service priorities.
- Monitors legislative proposals and keeps responsible boards informed of changes impacting the Division.
- Negotiates and monitors annual contracts with state agencies, vendors, and consultants.
- Prepares annual performance reports of the Division’s operations.
- Performs duties of subordinate personnel and provides backup support to other Human Services Supervisors as needed.
- Identifies funding sources, prepares grant applications, and monitors budget, contracts, and costs.
- Recommends services for subcontracting and oversees approved contracted services.
- Ensures programs are carried out cost-effectively and in compliance with State and Federal requirements.
- Coordinates funding activities with the County Finance Department to secure and maintain resources.
Requirements
- Knowledge of laws and regulations affecting service delivery in the Department.
- Knowledge of community resources and alternative care options.
- Comprehensive understanding of social, economic, and health problems related to human behavior and available assistance services.
- Thorough knowledge of State and Federal human services programs and requirements.
- Knowledge of human service needs assessment methodologies, grant programs, and budgeting procedures.
- Understanding of legal requirements for health and human service programs, including client rights, confidentiality, and non-discrimination.
- Knowledge of principles of human growth and development, psychology, systems theory, and human motivation.
- Familiarity with strategic planning, performance measurement, and program administration.
- Ability to communicate effectively with individuals of varying abilities, interests, and concerns.
- Skill in analyzing complex administrative issues, defining problems, and recommending solutions.
- Ability to develop, interpret, and implement policies, procedures, and regulations.
- Experience in preparing, recommending, and monitoring operating budgets.
- Knowledge of management and supervisory practices, including performance evaluations and personnel records.
- Ability to organize, assign, and modify work assignments to meet deadlines.
- Skill in time management to prioritize duties and adapt to changing priorities.
- Ability to perform detailed work accurately and independently with minimal supervision.
- Proficiency in office software, including word processing, spreadsheets, and databases.
- Ability to communicate clearly and concisely in English, both verbally and in writing.
- Skill in researching and understanding complex written materials.
- Ability to maintain confidentiality and discretion regarding sensitive information.
- Ability to handle sensitive interpersonal situations calmly and tactfully.
Physical and Work Environment
- Occasional exertion of up to 25 pounds of force.
- Regularly requires sitting; frequently requires standing, speaking, hearing, and using hands to handle or feel.
- Occasionally requires walking, stooping, kneeling, crouching, crawling, and reaching with hands and arms.
- Standard vision requirements; vocal communication and hearing at normal spoken word levels.
- Frequent travel may involve exposure to inclement weather, unsanitary conditions, communicable illnesses, and unsafe environments.
- May require dealing with hostile, aggressive, abusive, or violent individuals.
- Work is performed in office settings and various work sites.
