Human Services Program Manager
About the role
A vacancy exists in the Bureau of Community Health Services, Department of Health and Human Services. A list of eligible applicants will be established based on the examination as outlined below. Responsibilities
- Develops, administers and convenes a collaborative initiative connecting public, private, and non-profit partners to enhance sustainable, equitable food access for high-risk communities through education and resource development.
- Provides programmatic support for the implementation of Baltimore County Food Security Council initiatives, policies and procedures with goal of enhancing food security across Baltimore County.
- Conducts short-and long-range planning, monitors and evaluates overall program effectiveness and recommends modifications as necessary.
- Captures and analyzes data into reportable outcomes.
- Coordinates the program with other County, State, and community resources and programs.
- Prepares grant proposals and other reports pertaining to the program.
- Sets and manages the budget for the program.
- Prepares or reviews legislation pertaining to the program.
- Develops and maintains management information systems.
- Serves as the first point of contact for the Council and represents the Council at all meetings, conferences and community engagement events.
- Serves as a liaison to the Food Security Subcommittee under the Local Health Improvement Coalition (LHIC), and develops actionable items for the LHIC Action Plan.
- Develops public and in-service educational sessions and strengthens community partnerships though outreach, engagement and event participation.
- Selects and evaluates subordinate employees and/or service providers within the program.
- Provides technical or program supervision to subordinate supervisors, case managers, and/or service providers.
- Provides administrative supervision to professional clinicians and clerical staff.
- Oversees the daily operation of the program.
- Provides program and case consultation to other community agencies or organizations.
- Handles difficult or unusual cases including formal case reviews.
- Resolves complaints.
Qualifications
- Graduation from an accredited college or university with a bachelor's degree in public health, health education or social science plus at least four years' experience providing human services, convening, coordinating, planning and implementing large multi-agency workgroups, coalitions and/or councils (Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education. Experience in the supervision and management of a human services program that includes the tracking of data and outcomes, including focus groups, surveys and reporting results may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
- Thorough knowledge of the theory and practices of provision of human services in the appropriate specialty of food security and/or social determinants of health, including knowledge of group dynamics, convening and managing interagency groups and ability to collect, organize and analyze data into reportable outcomes.
- Knowledge of budget and personnel management principles and practices.
- Knowledge of the Open Meetings Act.
- Verbal and written skill necessary to present presentations and conduct public speaking engagements, draft grant proposals, complex reports, and legislation.
- Good interpersonal skills including utilization of social media platforms.
- Skills in development and implementation of policies and procedures.
- Skills in planning, coordinating and facilitating interagency groups.
- Skills in analytic and problem-solving.
- Skills in planning, facilitating and managing large interagency groups.

- Ability to read and understand professional journals and other publications.
Conditions of Employment
- Some positions may require satisfactory completion of County sponsored CPR and First Aid training. These positions must maintain certification throughout employment.
- Physical and Environmental Conditions These positions are essentially sedentary with some walking, standing, or other restricted physical activities. Some positions may require traveling between work sites.
