Human Services Developer
About the Role
In this position, you will be responsible for researching, analyzing, formulating/revising, and implementing policies, procedures, and/or administrative rules for assigned human services program area(s) based upon federal acts where guidelines are non-specific.
Responsibilities
- Establish state's minimum standard of practice (e.g., TANF; OWF; PRC; SNAP; Refugee Cash Assistance).
- Develop and present training to agency staff and to County Departments of Job and Family Services (CDJFS) staff on new initiatives and/or policy.
- Plan, organize and participate in training conferences and workshops.
- Provide consultation and technical assistance in program development, evaluation, and revisions to CDJFS directors, administrators, and other staff.
- Monitor and evaluate assigned CDJFS operations to determine compliance with state and federal regulations, state hearing decisions, Quality Assurance (QA) findings, and reporting requirements.
- Coordinate with other agency departments and employees to ensure uniformity in policy responses and technical assistance.
Qualifications
Option 1
- Completion of undergraduate core program in social or behavioral science, health services, public administration, public policy management or comparable field; AND
- 36 months experience in researching, developing or implementing policies related to social services, health services, public policy or comparable field; AND
- 12 months training or 12 months experience in research methodology, measurement & testing, analysis of variance & survey sampling; AND
- 6 months training or 6 months experience in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.
Option 2
- Completion of graduate coursework in social or behavioral science, health services, public administration, public policy management or comparable field; AND
- 24 months experience in researching, developing or implementing policies related to social services, health services, public policy or comparable field; AND
- 6 months training or 6 months experience in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.
Option 3
- 24 months experience as Human Services Specialist 2, 69452, with experience commensurate with duties to be assigned per posting of job opportunity (e.g., if assignment is in area of policy development for aid to dependent children, education, training &/or experience must have been in area of aid to dependent children).
Option 4
- Equivalent of Minimum Class Qualifications For Employment noted above.

Pay
This position is in the State of Ohio's SEIU/1199 Pay Schedule, Pay Range 13. Starting salary will be the minimum salary of that pay range (step 1, currently $36.01 per hour). With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year.
- Step 1: $36.01/hour ($74,901/year) at hire
- Step 2: $37.75/hour ($78,520/year) at 6 months
- Step 3: $39.64/hour ($82,451/year) at 18 months
- Step 4: $41.53/hour ($86,382/year) at 30 months
- Step 5: $43.56/hour ($90,605/year) at 42 months
- Step 6: $45.72/hour ($95,098/year) at 54 months
- Step 7: $47.95/hour ($99,736/year) at 66 months
- Step 8: $50.37/hour ($104,770/year) at 78 months
Schedule
- Full time
- Standard workdays are Monday through Friday
- Hours are between 7:00 a.m. and 6:00 p.m.
Location
This position will be headquartered at the James A. Rhodes State Office Tower - 30 E. Broad Street, Columbus, OH 43215.
Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid driver license.
