Human Resources Technician
The City of Pleasanton is looking for a highly organized, detail-driven Human Resources Technician to join the Human Resources Department and provide essential support to employees, departments, and the public. This position serves as a key first point of contact for HR-related questions and supports a wide range of personnel functions, including benefits administration, onboarding, personnel transactions, employee records, compliance reporting, and confidential HR documentation.

Responsibilities
- Be the welcoming front-line contact for the Human Resources Department, assisting employees, applicants, departments, and the public with HR-related questions by phone, email, fax, and in person.
- Help employees and departments navigate personnel rules, policies, procedures, and Memorandums of Understanding with clear, professional, and service-focused communication.
- Support key employee lifecycle processes, including onboarding, benefits administration, personnel transactions, employment verifications, background forms, and separations.
- Process and maintain accurate employee information in the City’s HR/payroll system, Tyler MUNIS, including payroll-related transactions and personnel updates.
- Prepare, review, route, and track HR documents, correspondence, reports, forms, presentations, invoices, and other confidential materials.
- Maintain organized and accurate personnel records, including onboarding packets, I-9 documentation, records retention, and archiving.
- Compile and update data for compliance reporting and other HR-related reporting needs.
- Keep the department running smoothly by coordinating mail, supplies, invoices, and general administrative support.

Challenges
- Balancing frequent interruptions and public contact while still completing detail-sensitive HR assignments accurately and on time.
- Managing a varied workload that may include benefits changes, onboarding, personnel records, invoices, mandated reporting, and employee questions.
- Staying organized across multiple systems, deadlines, forms, files, departments, candidates, employees, and outside agencies.
- Explaining policies, procedures, and personnel rules clearly while maintaining a calm, helpful, and professional approach.
- Adapting quickly when onboarding needs, reporting deadlines, employee inquiries, or department priorities shift.
- Maintaining reliable onsite coverage for a front desk HR customer service role. Because this position serves as an in-person point of contact for employees, applicants, departments, and the public, regular remote work is not available and scheduling flexibility is limited.
Requirements
Education: Graduation from high school with additional coursework in human resources.
Experience: Three years of recent administrative experience, including public contact and preferably including experience in Human Resources. Related college training may substitute for experience provided there is at least one year of Human Resources or administrative employment.
Knowledge of:
- Modern office procedures; records management and word processing.
- Computer software used in personnel administration, including databases, spreadsheets, and word processing.
- Basic record keeping principles, including financial records and data.
- Principles and practices of human resources administration is desirable.
Skills:
- Type accurately and proficiently.

- Communicate clearly and effectively, both orally and in writing.
