Human Resources & Systems Director

Human Resources Leadership & Compliance

Provide leadership and oversight for all agency Human Resources operations, including recruitment, onboarding, employee relations, retention, benefits administration, performance management, and policy implementation.

Assure agency compliance with all applicable federal, state, and local laws and regulations related to employment, labor standards, personnel practices, workers’ compensation, unemployment, FMLA, ADA, OSHA, and employee benefits.

Maintain and oversee implementation of the NKCAC Employee Handbook, policies, procedures, and personnel practices; recommend revisions and updates as needed.

Oversee employee personnel records, HR databases, and HRIS/GMS systems while ensuring confidentiality and compliance with record retention requirements.

Career Development & Training

Coordinate agency-wide staff development, leadership training, compliance training, and employee engagement initiatives.

Systems, Technology & Operational Oversight

Provide oversight and coordination for agency technology systems, IT support services, and operational systems in partnership with internal staff and external vendors.

Oversee agency technology assets, equipment inventory, software licensing, telecommunications, facility access systems, security systems, and related operational infrastructure.

Collaborate with technology staff and vendors to ensure continuity of operations, cybersecurity awareness, system functionality, and technology planning.

Support agency operational efficiency through development and implementation of systems, workflows, reporting tools, and process improvements.

Facilities & Safety Oversight

Provide leadership and oversight for agency facilities, maintenance, safety, and security operations across all NKCAC sites.

Oversee facility maintenance, janitorial services, repairs, inspections, preventative maintenance schedules, and vendor coordination.

Ensure compliance with OSHA, fire, health, safety, and building regulations, including required inspections, emergency preparedness plans, and safety documentation.

Coordinate building security measures including access control, alarms, keys, camera systems, and related safety protocols.

Oversee facility-related contracts, bids, leases, maintenance agreements, and purchasing processes in accordance with agency procurement policies.

Support agency emergency preparedness, risk management, incident response, and business continuity planning.

Administrative & Leadership Responsibilities

Participate as a member of the agency leadership team and assist with strategic planning, policy development, and organizational initiatives.

Prepare reports, recommendations, and presentations for the Executive Director, Board of Directors, auditors, grantors, and regulatory agencies as requested.

Career Development & Training

Coordinate management meetings and facilitate communication regarding HR, systems, safety, and operational matters.

Develop and monitor departmental budgets related to HR, facilities, systems, and operational support services.

Maintain confidentiality of all employee, agency, and client information.

Perform additional duties as assigned by the Executive Director.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Organizational Leadership, Information Systems, or related field preferred. Equivalent combination of education and experience may be substituted.
  • Minimum of five (5) years of progressive leadership experience in Human Resources, operations, systems management, facilities management, or related administrative functions.
  • Strong knowledge of employment law, HR practices, compliance requirements, and organizational operations.
  • Experience supervising staff and coordinating cross-functional operations.
  • Strong organizational, leadership, communication, and problem-solving skills.
  • Experience with HRIS systems, Microsoft Office applications, databases, and operational systems.
  • Ability to manage confidential information with professionalism and discretion.
  • Ability to work collaboratively with individuals from diverse socio-economic backgrounds.
  • Must possess SHRM certification (SHRM-CP or SHRM-SCP) or obtain certification within twenty-four (24) months of hire.
  • Valid driver’s license and reliable transportation.
  • Prolonged periods sitting at a desk and working on a computer.
  • Ability to lift and/or carry up to 30 pounds.
  • Ability to inspect facilities and move throughout agency locations as required.
