Responsibilities

  • Collaborates with HR management, supervisors, staff, and customers to analyze and review HR operations, programs, policies, procedures, practices, and requirements, and how they relate to HR processing and reporting needs.
  • Works with customers to determine business process or reporting needs and assists in developing automated reporting or process tools to support operations and business decisions.
  • Provides customer support related to HR automated tools and systems; troubleshoots and responds to significant processing problems; offers guidance, instruction, and training in the use of these tools and systems.
  • Compiles and analyzes information from various sources; develops meaningful program data, information, and reports in multiple formats for utilization by DFAS, customer agencies, senior management officials, supervisors, and colleagues.
  • Designs and maintains key Human Resources performance indicators and delivers findings in a user-friendly, professional format that clearly communicates information and presents actionable insights.

Requirements

  • Must be a U.S. Citizen.
  • This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Registered for Selective Service (males born after 12-31-1959).
  • Suitable for Federal employment.
  • Candidates must have served 3 months after their latest competitive appointment in the Federal service.
  • In accordance with the DoD 8140 policy series, the position requires completing Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months.
  • New employees will be required to successfully pass the E-Verify employment verification check.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to the next lower grade (GS-11) within the federal service is required. Specialized experience is defined as:

  • Assisting in the design, development, or use of automated HR tools in support of HR program delivery and reporting.
  • Working with end-users and customers to determine modifications or improvements to information systems or manual business processes in support of changing HR business needs.

You may qualify for consideration if you meet the specialized experience, education requirement, the 90-day post-competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement.

Additional Information

  • Moving expenses may be paid (taxable under the Tax Cuts and Jobs Act of 2017; Relocation Income Tax Allowance (RITA) may apply).
  • Telework availability is limited and provided only on a rare case-by-case basis for compelling DoD needs.
  • This announcement may be used to make a temporary promotion, which could become permanent without further competition.
  • Selections are subject to restrictions from the DoD Program for Stability of Civilian Employment.
  • As a condition of employment, you may be required to serve a one-year probationary period.
  • This position is exempt from the Fair Labor Standards Act.
  • Occasional travel may be required.
  • This position is not covered by a bargaining unit.
  • Pay for first-time hires to the Federal Government is typically set at step 1 of the salary range for their respective grade level.
  • Employment of retired Federal employees receiving an annuity is subject to DoD policy guidance.
  • The security designation will vary and may require a Secret clearance or higher; a background investigation may delay the starting date.
  • For some positions, criminal history inquiries may not occur until after a conditional job offer is made.
