About the role
The U.S. Attorney's Office, District of Minnesota seeks a Human Resources Specialist to provide a variety of human resources management services in recruitment and placement, position classification, employee relations and performance management, employee benefits, human resources development, employee compensation, and records management and administration.
Responsibilities
- Performing position analysis to determine organizational requirements.
- Determining recruitment strategies and posting job announcements.
- Reviewing applications and applying qualification standards.
- Providing advice and assistance on performance management.
- Providing assistance in the administration of benefits programs.
- Providing guidance on pay and leave administration.
- Identifying training and development needs.
- Conducting evaluations of human resource program operations.
Requirements
- Conditions of employment: Must be a U.S. Citizen or National. Background checks, including fingerprint, credit, and tax checks, and drug testing are required. Continued employment is subject to a favorable background investigation.
- Education: Requires a Master's degree or equivalent graduate degree in a related field (Human Resources or Business Management).
- Specialized experience: One full year of specialized experience equivalent to the GS-07 level in the Federal Service performing administrative work which demonstrates a basic knowledge of human resources to include assisting senior human resources specialists with recruitment actions; processing pre-employment packages; conducting onboarding of new employees; entering personnel and payroll actions into human resources databases; performing human resources records management duties; and providing a general overview on employee benefits.
Qualifications
- GS-07: One full year of specialized experience equivalent to the GS-05 level in the Federal Service performing administrative work which demonstrates a basic knowledge of human resources to include assisting senior human resources specialists with recruitment actions; processing pre-employment packages; conducting onboarding of new employees; entering personnel and payroll actions into human resources databases; performing human resources records management duties; and providing a general overview on employee benefits.
- GS-09: One full year of specialized experience equivalent to the GS-07 level in Federal Service providing technical assistance to employees and management in a variety of staffing and recruitment activities; reviewing position descriptions; providing assistance and guidance on compensation and leave, employee benefits, retirement, training; coding and processing a variety of personnel actions; reviewing award justifications for appropriateness and compliance with applicable guidelines.
- GS-11: One full year of specialized experience equivalent to the GS-09 level in the Federal service providing comprehensive human resource management advisory and technical services; applying analytical and problem-solving methods and techniques to human resources programs or issues; and presenting findings or recommendations related to staffing and recruitment and at least one of the following areas: position classification, employee relations and performance management, employee benefits, and human resources development.
