About the role
The Human Resources Specialist (HRS) 1 will perform duties at the NYS Veterans Home at Montrose Human Resources Office.
Responsibilities
- Review and prepare requests for new positions and increases in minimum hiring rates.
- Participate in recruitment opportunities, including creating and evaluating responses to job postings, attending job fairs or recruitment events, and facilitating hiring events.
- Correspond with potential applicants about job opportunities.
- Onboard new hires.
- Prepare employment transactions in accordance with Civil Service Law.
- Oversee the administration of leave and benefits.
Qualifications
Minimum Qualifications
Transfer:- Current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-16 and eligible for transfer to Human Resources Specialist 1 (SG-18) under Sections 70.1 or 52.6 of the NYS Civil Service Law.
- Current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-11 and eligible for transfer to Human Resources Specialist Trainee 1 or Trainee 2 under Sections 70.1 or 52.6 of the NYS Civil Service Law.
- Human Resources Specialist Trainee 1: Four years of experience performing and supervising human resources activities such as staffing services (recruitment, examination, and placement), position classification and compensation, and employee services (benefits, health and safety, counseling, and recognition).
- Human Resources Specialist Trainee 2: Five years of experience in the same areas as above.
- Human Resources Specialist 1: Six years of experience in the same areas as above.
- An associate degree may substitute for two years of experience.
- A bachelor’s degree may substitute for four years of experience.
- A master’s degree may substitute for five years of experience.
- A doctorate may substitute for six years of experience.
Preferred Qualifications:
- Experience in human resources functions.
- Strong interpersonal and communication skills.

A two-year traineeship leading to Human Resources Specialist 1, Salary Grade 18, is in effect. Appointment may be made at either the Trainee 1 or Trainee 2 level (equated to Grades 14 or 16), or Human Resources Specialist 1 (Salary Grade 18), depending on qualifications. Candidates hired at the trainee level will advance to the full performance Human Resources Specialist 1 (SG-18) following successful completion of the traineeship.
Pay
The posted salary range is $60,655 - $87,286, including $4,000 of Downstate Adjustment.
