Human Resources Specialist 1 (Trainee 1 / Trainee 2) NY HELPS
About the role
Under the supervision of the Recruitment Director, the Human Resources Specialist 1 will perform recruitment activities and general personnel activities. The incumbent will assist in the direction and planning of the Recruitment Program in a large active Personnel Office, working with Program Managers and Supervisors.
Responsibilities
- Provide training and support for recruitment activities and functions including outreach events statewide and outside of New York State
- Coordinate with BOCES and school districts statewide to encourage and create STEM and outreach events within the department
- Coordinate recruitment events statewide including job fairs (live and virtual), college career fairs, and professional conferences
- Assist with the organization and delivery of the Department's internship program
- Assist management to identify staffing needs and strategies to fill positions
- Represent the Department at recruitment events including job fairs (live and virtual), college career fairs, and professional conferences statewide and outside of New York State
- Assist in creating, maintaining, and updating recruitment material including internal/external websites, brochures, and videos
- Respond to job vacancy inquiries and assist with employment related questions
- Assist in the management of workforce through appointments, promotions, transfers, reinstatements, and terminations; and developing requests for new positions, reclassifications, reallocations, minimum qualifications for exam planning, earmark releases and special salary treatments, as assigned
- Assist in the implementation of activities to continuously improve processes for recruitment, workforce retention and succession planning
- Participate in other special projects as assigned
- May supervise lower-level staff
Requirements
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
Human Resources Specialist Trainee 1: Four years of experience performing and supervising the performance of various human resources activities such as staffing services (recruitment, examination, and placement activities); position classification and compensation; and employee services (employee benefit, health and safety, employee counseling, and employee recognition).
Human Resources Specialist Trainee 2: Five years of experience performing and supervising the performance of various human resources activities such as staffing services (recruitment, examination, and placement activities); position classification and compensation; and employee services (employee benefit, health and safety, employee counseling, and employee recognition).
Human Resources Specialist 1: Six years of experience performing and supervising the performance of various human resources activities such as staffing services (recruitment, examination, and placement activities); position classification and compensation; and employee services (employee benefit, health and safety, employee counseling, and employee recognition).
Substitutions: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Preferred qualifications: Ability to handle multiple and shifting priorities; strong analytical, critical thinking and problem-solving skills; ability and comfort to speak in public; ability to work independently and with others.
Additional details
- This position requires heavy travel throughout New York State and surrounding states
- Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations

- To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law
- Applicants must be currently authorized to work in the United States on a full-time basis
- For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications
- At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination
- Required educational credentials must be awarded by an accredited institution; foreign credentials require independent verification of equivalency
- The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position
