About the Role

The Human Resources Operations Manager is a key, on-site partner to employees and leaders continuing to help build a strong company culture that embodies our Evans Group Values of Accountability, Collaboration and Empowerment. This position will own the day-to-day hands-on HR management responsibilities at the site while serving as the organization’s power user for the HRIS and payroll. This role manages core HR processes and responsibilities (recruiting, onboarding, employee relations, payroll, benefits & leave administration, and compliance) for the site, administers and optimizes the HRIS for data integrity and reporting, and ensures accurate, timely payroll execution and oversight for a multi-state workforce.

Responsibilities

  • Site-Level HR Management: Serve as the site HR leader for employees and managers at UTC/Eulex; handle day-to-day questions and resolve issues with professionalism and urgency.
  • Support full employee lifecycle: recruiting, onboarding/offboarding, performance management program, performance and development cycles.
  • Assist to update company policies and site Employee Handbook.
  • Guide managers and employees on policy communication and interpretation, corrective action and documentation; escalate complex employee-relations matters as needed.
  • Facilitate employee engagement, recognition, and culture-building initiatives; support diversity, equity, and inclusion.
  • Serve as a primary resource for employee benefit questions, ensuring employees are directed to appropriate resources as needed.
  • Ensure employees are supported with all benefit programs to include open enrollment, new-hire enrollment, annual audits, and leave administration, etc.
  • Assist with safety initiatives and Workers’ Compensation claims and return-to-work coordination.
  • Maintain accurate, compliant employee files aligned with federal, state, and local laws.
  • Administer and track mandatory training; ensure certifications are completed on time.
  • HRIS Administration & Reporting: Act as site administrator of HRIS system, including security roles, workflows, configuration.
  • Own data integrity: site level responsibility to create/update positions and employee records, audit data, troubleshoot integrations, and manage file imports where applicable.
  • Run analytic reports for the site as needed (e.g., headcount, turnover, time-to-fill, compensation, training, compliance) for HR and business leaders.
  • Ensure data privacy and role-based access controls are enforced.
  • Payroll Operations: Prepare and process payroll for UTC and assist other sites within the block as back to payroll processing and approvals to include employees across multiple states, including new hires, terminations, transfers, retro pay, shift differentials, bonuses, and commissions.
  • Validate time and attendance, resolve discrepancies, and ensure accurate application of wage & hour rules (FLSA; state/local).
  • Work with the finance team to reconcile payroll registers, research variances, and complete quarter-end/year-end tasks.
  • Support annual 401k audits working with HR leadership and finance teams.
  • Compliance, Risk & Operations Projects: CA Site level - Keep policies and postings compliant with federal, state, and local requirements (e.g., EEO, FLSA, FMLA, ADA, OSHA, pay transparency).
  • Support audits (internal/external) and reporting, I-9/E-Verify, and records retention.
  • Manage employee leaves of absence and workplace accommodations, including coordination with third-party administrators, ensuring compliance with California and federal leave, disability, and accommodation requirements while supporting employees and managers throughout the process.
  • Update and maintain California-specific policies, postings, and practices partnering with HR leadership.
  • Team Collaboration and Projects: Partner with HR colleagues and leaders on strategic initiatives and cross-functional projects.
  • Take initiative on special projects and perform other duties as assigned.

Requirements

  • Bachelor’s degree in HR, Business, or related field (or equivalent education and experience).
  • 5+ years progressive HR experience, including site-level senior HR generalist support and end-to-end payroll processing.
  • Advanced HRIS proficiency (administrator or power user) with hands-on configuration, workflow, security, and reporting; experience with at least one of: Paylocity, Workday, ADP Workforce Now, ADP Lyric.
  • Solid knowledge of employment and wage & hour laws (FLSA, FMLA, ADA, EEO, state/local leaves and pay rules).
  • Must have knowledge and experience within the state of California.
  • Exceptional written, verbal, and interpersonal communication skills, with the ability to handle sensitive matters with professionalism, discretion, and sound judgment.
  • Strong proficiency in Microsoft 365 applications, including Outlook, Teams, Word, Excel, and PowerPoint, with the ability to create professional communications, reports, presentations, and data analyses.
  • Certifications: PHR/SPHR or SHRM-CP/SHRM-SCP; FPC/CPP (American Payroll Association) highly preferred but not required.
  • Experience with multi-state payroll, and time-and-attendance systems.
  • Exposure to benefits administration, open enrollment, and ACA compliance.
  • Exceptional discretion, documentation rigor, and customer service mindset.
  • Experience working in a multi-site manufacturing, aerospace, defense, engineered components, electronics, or similar industrial environment preferred.
  • Spanish speaking nice to have but not required.
  • Must meet the definition of a “U.S. person” under ITAR.

Work Environment And Physical Demands

This is a primarily sedentary on-site position that operates primarily in a professional office environment within a manufacturing facility requiring typical office mobility as well as use of stairs.

While performing the duties of this job, the employee will routinely use standard office equipment such as computers, phones, and printers.

The role will require occasional visits to the production floor, which may involve exposure to machinery, noise, and manufacturing processes.

Ability to sit or stand for extended periods, perform computer work, and communicate effectively in person and electronically.

Some lifting of office materials (up to 25 lbs) may be required on occasion.

Ability to wear PPE if required.

Occasional travel (less than 10%) may be required to other Evans Group company facilities, meetings or audits.

Compensation & Benefits

Salary Range $80,000–$110,000 annually. This range represents the Company’s good-faith estimate of the base salary it reasonably expects to pay for this position upon hire. Actual compensation will be determined based on factors such as the candidate’s qualifications, relevant experience, education, certifications, skills, internal equity, geographic considerations, and business needs.

This position may also be eligible for a bonus program and Company-sponsored benefits, subject to the applicable plan terms.
