About The Role

The Human Resources Manager (On-Site) at Anovaeon plays a vital role in supporting our case processing operations within an ICE processing facility. This position is responsible for managing all day-to-day HR functions for on-site personnel, including employee relations, onboarding, workforce coordination, compliance support, and HR administration. The HR Manager collaborates closely with program leadership to ensure staffing needs are met, workforce stability is maintained, and all activities comply with company policies and federal contract requirements. This role is essential in fostering a positive work environment, resolving personnel issues professionally, and ensuring operational efficiency.

The position requires a proactive approach to HR management within a fast-paced operational setting, emphasizing confidentiality, professionalism, and regulatory compliance.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or a related field (preferred)
  • Minimum of 5 years of experience in human resources or workforce management
  • Experience supporting operational or government program environments (preferred)
  • Strong background in employee relations and HR compliance matters
  • Experience managing large teams or shift-based workforces (preferred)
  • HR certifications such as SHRM-CP, SHRM-SCP, PHR, or equivalent (preferred)
  • U.S. citizenship or legal permanent residency required
  • Successful completion of federal background investigations, including Tier 4 DHS clearance
  • Criminal history check and verification of employment and education history
  • Adherence to all federal security, confidentiality, and operational protocols

Responsibilities

Serve as the primary HR contact for all on-site personnel, providing guidance and support to employees and supervisors.

Address employee concerns and workplace issues promptly and professionally to promote a positive work environment.

Coordinate onboarding processes for new employees, ensuring completion of documentation and credentialing requirements.

Support recruitment efforts in collaboration with corporate HR and program leadership.

Manage employee relations, including disciplinary actions, performance management, and documentation of HR activities.

Assist operational leadership with workforce planning, scheduling, and staffing adjustments.

Maintain accurate HR records and ensure compliance with contractual and regulatory requirements.

Serve as a liaison between on-site staff and corporate HR leadership, communicating updates and policy changes effectively.

Ensure confidentiality of sensitive employee information and support compliance with background investigations and credentialing processes.

Aid in maintaining a safe and compliant work environment, responding to emergency situations as needed.
