About the role
The Town of Shrewsbury is seeking a dynamic, strategic, and people-centered Human Resources Manager to lead and elevate the Town’s human resources operations and help shape the future of its workforce.
Responsibilities
- Lead, design, and continuously improve the Town’s human resources programs and services to align with organizational goals and strategic priorities
- Serve as a primary advisor on employee relations, performance management, workplace investigations, discipline, leave administration, and policy interpretation
- Oversee recruitment, selection, onboarding, and retention strategies to attract and support a high-quality, diverse workforce
- Manage compensation and classification systems, including job descriptions, salary administration, and classification studies
- Support collective bargaining processes, including research, costing, contract administration, grievance resolution, and arbitration preparation
- Administer employee benefits programs and ensure compliance with all applicable employment laws and regulations
- Conduct and oversee workplace investigations, including matters involving harassment, discrimination, and employee misconduct
- Maintain and safeguard confidential personnel records and ensure integrity of HRIS systems and data
- Develop workforce analytics, reports, and metrics to support decision-making, budgeting, and strategic planning
- Lead and supervise HR staff, fostering a collaborative, accountable, and service-oriented team culture
- Prepare and manage the Human Resources Department budget and support annual reporting requirements
- Provide staff support to the Personnel Board and other leadership bodies
- Lead special projects and organizational initiatives that enhance HR operations and workplace effectiveness
Requirements
- Deep knowledge of human resources principles, including employee relations, labor relations, compensation, benefits, recruitment, and organizational development
- Strong understanding of federal, state, and local employment laws and collective bargaining agreements
- Exceptional interpersonal and communication skills, with the ability to build trust across all levels of an organization
- Strong analytical and problem-solving skills, with sound independent judgment in sensitive and confidential matters
- Proven ability to manage competing priorities, lead projects, and drive organizational change
- Demonstrated leadership experience supervising staff and developing high-performing teams
- Proficiency with HRIS systems and modern workplace technology tools
Qualifications
- Bachelor’s degree in Public Administration, Business Administration, Human Resources, or a related field
- Four (4) to six (6) years of progressively responsible experience in human resources, preferably in municipal or public-sector operations
- Any equivalent combination of education and experience that demonstrates the required knowledge, skills, and abilities

$87,851.40 - $92,000 (DOQ)
