About The Hume Center

Founded in 1993, The Hume Center is a federally certified Community Mental Health Center (CMHC) providing comprehensive behavioral health services through 20 programs across five clinics, school-based satellite clinics, and community offices throughout Alameda and Contra Costa counties. Our mission is to promote psychological well-being, particularly among underserved communities, through culturally responsive, high-quality behavioral health care.

Position Summary

The Human Resources Manager serves as the organization's HR leader, overseeing all aspects of human resources operations while partnering with leadership to strengthen recruitment, employee engagement, compliance, performance management, and organizational culture. This role balances strategic planning with hands-on HR administration in support of The Hume Center's mission.

Minimum Qualifications

  • Required Bachelor's degree in Human Resources, Organizational Psychology, Business Administration, or related field with 3–5 years of HR experience; or Master's degree with 2–4 years of experience.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
  • Strong knowledge of California employment law, HR best practices, healthcare regulations, and employee relations.
  • Experience with HRIS systems, Microsoft Office, Google Workspace, DocuSign, and Adobe Acrobat.
  • Excellent organizational, communication, conflict resolution, and relationship management skills.
  • Valid California driver's license, reliable transportation, and proof of insurance.
  • Able to work on-site full-time, with occasional evenings and weekends as needed.

Preferred Qualifications

  • Project Management certification.
  • Experience in organizational development, change management, or People & Culture initiatives.
  • Experience within nonprofit healthcare or behavioral health organizations.

Key Responsibilities

HR Leadership & Strategy

  • Partner with executive leadership to align HR initiatives with organizational goals.
  • Lead HR operations, policy development, and continuous process improvement.
  • Develop and maintain the Employee Handbook and HR policies.
  • Present HR updates, metrics, and recommendations to leadership.

Talent Acquisition & Employee Lifecycle

  • Lead recruitment, interviewing, onboarding, and offboarding processes.
  • Partner with hiring managers to develop and maintain job descriptions.
  • Maintain employee records, HRIS data, personnel files, and employment documentation.
  • Support employee engagement and retention initiatives.

Compensation, Benefits & Compliance

  • Administer employee benefits, leave programs, workers' compensation, and retirement plans.
  • Conduct compensation analyses and salary benchmarking.
  • Ensure compliance with federal, state, Medi-Cal, OIG, SAM, and employment regulations.
  • Support HR audits and collaborate with Finance on compensation and staffing data.

Employee Relations & Performance Management

  • Serve as a trusted HR resource for employees and supervisors.
  • Support investigations, conflict resolution, and corrective action processes.
  • Coordinate performance evaluations, SMART goals, and employee development initiatives.
  • Facilitate HR orientation, handbook training, and required compliance training.

Organizational Culture & Development

  • Partner with leadership to strengthen employee engagement and workplace culture.
  • Aid in agency-wide events, recognition programs, orientation, and staff development.
  • Support cross-functional initiatives that reinforce The Hume Center's mission and values.
  • Trainee Program Support

Trainee Program Support

  • Coordinate trainee recruitment, onboarding, contracts, tracking, and university partnerships.
  • Collaborate with Training and Credentialing teams to ensure timely onboarding and regulatory compliance.

Compensation & Benefits

  • Salary: $108,000–$131,000, commensurate with experience.
