Why This Role Matters

As the organization's HR subject matter expert, the Human Resources Manager oversees recruitment, employee relations, benefits administration, workforce planning, regulatory compliance, performance management, risk mitigation, and organizational development initiatives. This role works closely with executive leadership and department leaders to ensure a highly engaged, compliant, and mission-driven workforce.

Key Responsibilities

  • Human Resources Leadership & Compliance: Ensure compliance with federal and Wisconsin employment laws, including FLSA, FMLA, ADA, EEOC, OSHA, ACA, WFEA, and WFMLA. Maintain HR policies, procedures, employee handbook, and personnel documentation. Serve as the organization's lead for HR compliance audits and readiness activities. Maintain accurate, complete, and audit-ready personnel files and HR systems.
  • Recruitment, Retention & Workforce Planning: Lead the full recruitment lifecycle, including job postings, sourcing, screening, interviewing, and onboarding. Partner with leadership to identify workforce needs and staffing strategies. Monitor workforce metrics including turnover, vacancy rates, and time-to-fill. Develop employee retention, engagement, and recognition programs. Conduct stay interviews and exit interview analyses to identify improvement opportunities.
  • Employee Relations & Performance Management: Manage employee relations matters, investigations, corrective actions, and conflict resolution. Advise leaders on employment-related issues and best practices. Oversee the performance management process, including annual evaluations and performance improvement plans.
  • Compensation & Benefits Administration: Administer employee compensation programs and compensation structures. Manage employee benefit programs including health, dental, vision, retirement, disability, life insurance, and voluntary benefits. Coordinate annual open enrollment and employee benefit communications. Ensure compliance with ACA and other applicable benefit regulations.
  • Healthcare Workforce Compliance: Oversee caregiver background checks and workforce compliance requirements. Verify and monitor professional licenses and certifications. Maintain documentation supporting credentialing, privileging, and workforce compliance requirements. Collaborate with clinical leaders and credentialing personnel to ensure workforce compliance standards are met.
  • Training, Onboarding & Employee Development: Develop and oversee onboarding and orientation programs. Ensure completion of required workforce training, including HIPAA, OSHA, workplace safety, cultural competency, and health equity training. Support employee development and career growth initiatives.
  • Safety & Risk Management: Administer workers' compensation programs and return-to-work processes. Support workplace safety, employee health, and occupational health programs. Assist with risk management initiatives and workforce-related compliance activities.

Minimum Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or a related field
  • Minimum of five (5) years of progressive Human Resources experience
  • Minimum of two (2) years of healthcare HR experience
  • Demonstrated knowledge of employment law, regulatory compliance, and HR best practices
  • Professional certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR

Preferred Qualifications

  • Experience in a Federally Qualified Health Center (FQHC), community health center, or safety-net healthcare environment
  • Experience supporting audits, surveys, accreditation, or regulatory compliance reviews
  • Familiarity with healthcare credentialing and privileging processes
  • Strong project management and organizational skills
