JOB SUMMARY
Under the general supervision of the Chief Human Resources Officer, the Human Resources Generalist for Hope Residential Academy Melrose Park is responsible for providing job offers, supporting candidates through pre-employment steps, and connecting with IT and Training teams for new employee supports. This individual will also serve as the primary HR representative on-site, managing hiring, onboarding, and compliance for a growing team.
ESSENTIAL FUNCTIONS
- Manages the screening, interviewing, and selection of all Direct Support Personnel for Hope Residential Academy Melrose Park; communicates with the Training team regarding training classes and candidate updates.
- Initiates Approval to Hire processes and procedures; delivers verbal offers of employment; provides thorough explanations of terms and conditions of the offer of employment.
- Develops and delivers written offer letters and HR termination letters; reviews pre-employment requirements and actions including, but not limited to, written instructions and guidelines, paper and electronic forms and associated deadlines; communicates with the Employment Specialist and Division leaders regarding concerns with candidate compliance.
- Initiates communications with IT regarding the development of Hope email accounts, inclusion into e-mail and software groups, and requests for technology; connects and initiates schedule with the Training team regarding required and ideal trainings; communicates new employee information to Human Resources allowing for benefits orientations and other tasks to be scheduled.
- Generates New Hire COS and other Change of Status forms; circulates COS' to communicate new employee, transfers, pay changes and termination information to the Human Resources team allowing for benefits orientations and or other tasks to be scheduled.
- Conducts orientations and onboardings for new employees; meets in person or virtually; educates employees on organization, mission, culture, rules, regulations, and agency expectations; ensures employee understands how and where to access policies, rules and regulations pertaining to their company, program, division and location; provides information pertaining to Employee Self Service systems (ADP), Intranet, Office 365 and credentials associated.
- Completes new employee hiring procedures in HRMS systems; ensures accurate development of employee profiles in ADP Workforce Now and Time & Attendance.
- Creates employee personnel files; ensures new employee compliance regarding deadlines, documents, licensures and background screens in conjunction with the Compliance Specialist; creates and assembles employee personnel file; receives and responds to Background Check Unit (BCU) notices from DCFS in accordance with compliance guidelines.
- Communicates bargaining unit posting needs to the Employment Specialist; reviews bidders and awards vacancies according to collective bargaining guidelines; collaborates with the Employment Specialist to ensure changes of status and documentation is accurate; manages the Hope Residential Academy Melrose Park staffing spreadsheet in SharePoint; providing updates for employees in training, released from training, positions posted and DCFS driver status.
- Manages and provides monthly CFS 508 reports for Department of Children and Family Services (DCFS) licensing representatives; serves as point of contact regarding DCFS and Illinois State Board of Education (ISBE) licensing, auditing or compliance needs of any sort.
- Manages DCFS driving applications and incoming notices regarding changes in driver status or CANTS clearances for Hope employees; provides written notice and instructions if appropriate for next steps; initiates employee slot move if applicable; includes AFSCME steward where appropriate.
- Manages accounts; audits and processes invoices for background checks and drug screening agencies; submits and ensures authorization to work with on-time completion of I-9s.

TRAINING, ACADEMIC AND EXPERIENTIAL REQUIREMENTS
- Bachelor’s degree in Human Resources, Business Administration, or related field required with two years of human resource experience required or equivalent combination of education and experience.
PREFERRED QUALIFICATIONS
- SHRM-CP or SHRM-SCP highly preferred.
- At least 5 years of leadership experience preferred.
- Experience with non-profit or educational agencies strongly preferred.
