Human Resources Generalist II
About the Role
This position provides full-performance human resources support to the Human Resources Division and Collective Bargaining Unit. Serves as a key resource in managing the Police Department's relationship with the Southern States Police Benevolent Association, Service Employees International Union, and Labor Relations. Oversees the Collective Bargaining Agreement (CBA) with a deep understanding of labor laws, strong negotiation skills, and the ability to collaborate effectively with union representatives and internal stakeholders. Acts as the primary contact for collective bargaining inquiries and discussions, ensuring compliance with all CBA regulations, legal requirements, organizational policies, and collective bargaining activities. Supervises the Human Resources Generalist I and Labor Relations Coordinator.
Responsibilities
- Provides managers with guidance on employment, employee relations, and other HR issues; makes recommendations and revisions to departmental HR policies and procedures.
- Gathers, tracks, and analyzes HR metrics, reports, and plans.
- Manages on-boarding, exit interviews, and other HR-related departmental programs.
- Oversees the implementation and maintenance of the Collective Bargaining Agreement (CBA).
- Oversees the tracking and administration of disciplinary actions and the grievance process.
- Contributes to workforce planning initiatives and oversees the performance evaluation process.
- May supervise clerical and/or paraprofessional personnel in HR-related matters.
Requirements
- Graduation from an accredited four-year college or university with a bachelor’s degree in human resource management, public administration, or a related field.
- Two years of professional-level human resources experience.
- Knowledge of human resources administration and management principles and practices.
- Ability to perform increasingly complex work in human resources.
- Ability to communicate effectively orally and in writing.
- Proficiency in word processing, spreadsheet, and presentation software.
- Ability to train and supervise staff.
Preferred Qualifications
- Four years of professional-level collective bargaining experience.
- Four years of experience working in a public safety environment.
- Four years of professional-level experience in local or municipal government in human resources management.
- Four years of experience supervising professional and paraprofessional staff.
- Four years of experience in labor relations and workforce planning.
- Four years of experience in performance evaluation processes.
- Bilingual in English and another language (e.g., Spanish, Asian/Pacific Islander languages, Indo-European languages).
Special Requirements
- This position is designated as Emergency Service Personnel and requires reporting to work during unscheduled leave situations (e.g., weather, transportation, or other disasters).
- Must complete a criminal background check to the satisfaction of the employer.
Physical Requirements
- Ability to communicate orally and in writing clearly and concisely.
- Ability to operate keyboard-driven equipment and use automated technology.
- Sufficient mobility to make presentations and attend meetings outside the assigned working location.
