Responsibilities
- Receives, stamps, disseminates, and tracks incoming Personnel Action Requests (PARs) and Human Resources (HR) mail; reviews and processes actions submitted through OnBase.
- Maintains HR Operations logs, including separations and personnel logs, using the South Carolina Enterprise Information System (SCEIS) and personnel records.
- Assists in resolving data integrity issues and conducts research to ensure the integrity of logs and PARs.
- Provides communication on approvals and status updates upon request.
- Assists with annual Commission on Accreditation for Law Enforcement Agencies (CALEA) data collections, proofs, and reporting.
- Serves as backup for creating department purchases, shopping carts, and approving goods receipts.
- Completes employment verifications, dual employment requests, and student loan forgiveness documents.
- Monitors and processes requests in the OHR Payroll Mailbox and serves as backup for the Position Description Mailbox.
- Receives and disseminates incoming department mail.
- Creates and communicates salary change notifications for civilian positions.
- Processes and communicates wage garnishments.
- Enters payroll, time/leave, personnel, and organizational management transactions into SCEIS as requested.
- Processes status changes or transactions for Direct Deposit, Work Schedule Rules, W4 changes, and address changes in SCEIS.
- Serves as backup for data entry for Organizational Management and Personnel Actions in SCEIS.
- Enters and maintains benefits-related infotypes and data in SCEIS.
- Determines adjusted service dates for employees with prior state service.
- Assists with semi-monthly payroll by generating and disseminating reports to time administrators and supervisors, including Leave Without Pay (LWOP), Comp Time, Holiday Comp, and Overtime Reports.
- Generates payroll simulations for PARs to ensure pay accuracy.
- Provides records for audits, inquiries, and analysis to the HR team.
- Consults on personnel transactions and verifies accuracy against pertinent reports.
- Serves as backup for LWOP reconciliation.
- Reviews and reconciles the payroll actions report with the personnel log to verify SCEIS action accuracy.
- Reviews each personnel action with no salary impact using the PAR checklist.
- Organizes and maintains the PAR filing system to ensure all PARs are accounted for and follows the PAR retention process.
- Provides backup assistance to the agency Benefits Coordinator for relaying information about employee insurance benefits and retirement.
- Supports open and annual enrollment; conducts new hire orientation in the absence of the Benefits Coordinator.
- Maintains Electronic Employer Services (EES) and Employee Benefits Services (EBS); processes employee benefits changes and paperwork for new hires, separations, open enrollment, and qualifying events.
- Assists with coordinating wellness activities and events.
- Provides assistance with the department modernization project and other duties as assigned.
Requirements
- A bachelor’s degree and relevant experience; an equivalent combination of education and experience may be acceptable.
- Knowledge of federal and state human resources rules, regulations, policies, and procedures.
- Excellent written and oral communication skills.
- Ability to interpret and apply complex policies and procedures.
- Ability to gather, organize, and analyze data.
- Knowledge of modern office practices, procedures, and equipment.
- Ability to perform basic mathematical computations.
- Ability to establish and maintain effective working relationships with staff and the public.
- Knowledge of the State’s SCEIS system.
- Experience with Microsoft Office Suite, particularly Excel.
- Knowledge of principles and practices of HR management.
- Knowledge of federal and state laws and regulations regarding HR practices.
- Ability to establish and maintain effective relationships with a wide variety of people.
- Skill in conducting interviews, gathering information, and conducting investigations.
Preferred Qualifications
- SCEIS data entry experience.
Additional Information
Work is performed under direct supervision. Employee is expected to exercise judgment in applying and interpreting policies and procedures. Must handle a high volume of confidential data. Position requires frequent lifting of up to 10-15 lbs. May be required to report to work during emergency situations. Must work in a fast-paced office environment with prolonged periods at a computer terminal.
