About the Role
The Human Resources Consultant provides expertise and support in all HR functions to meet the strategic objectives of the assigned client area. Serves as a trusted advisor on HR-related matters, leveraging and integrating knowledge of HR best practices, university policies, and applicable laws and regulations. Facilitates creative solutions to complex issues by partnering with HR centers of excellence to ensure a multidisciplinary approach to problem-solving.
Responsibilities
- Provides expertise on a broad range of human resources activities, including employee relations, performance management, talent development, recruitment, and compensation.
- Leads cross-functional projects across the HR division, multiple organizational units, or institution.
- Conducts needs assessments, proposes solutions, gains stakeholder support, and facilitates implementations.
- Demonstrates integrity, accountability, and stewardship of university policies and procedures.
- Analyzes ethical issues, considers perspectives, and recommends outcomes in accordance with HOOP.
- Conducts reviews of reported concerns and recommends remediations or process improvements.
- Maintains knowledge of applicable federal, state, and local laws, as well as UTHealth Houston HR policies.
- Proactively recommends policy changes based on HR best practices or business needs.
- Applies technical knowledge to solve moderately complex problems independently.
- Demonstrates expert knowledge of the organization’s structure, key departments, roles, and reporting relationships.
- Cultivates relationships with key stakeholders and facilitates organizational planning and change management.
- Assists in designing and developing programs aligned with organizational goals.
- Recommends modifications to procedures and facilitates related change management.
- Acts as a change catalyst, identifying organizational issues and collaborating to develop practical solutions.
- Proactively identifies, analyzes, and evaluates complex problems.
- Partners with leadership to drive meaningful change, such as growth, restructuring, or process improvement.
- Continuously improves HR processes and service delivery.
- Initiates and leads cross-functional projects to meet departmental and institutional objectives.
- Performs other duties as assigned.
Qualifications
- Proven problem-solving abilities with a knack for addressing complex challenges efficiently and creatively.
- Excellent critical thinking, writing, and analytical skills; ability to analyze data to identify operational gaps.
- Ability to work independently and exercise prudent judgment and discretion.

Certifications
- Professional in Human Resources (PHR) by HRCI (preferred).
- Senior Professional in Human Resources (SPHR) by HRCI (preferred).
- SHRM Certified Professional (SHRM-CP) (preferred).
- SHRM Senior Certified Professional (SHRM-SCP) (preferred).
Education & Experience
- Bachelor’s Degree in business administration with an emphasis in human resources or related field (required).
- May substitute required education with equivalent years of experience beyond the minimum.
- 6 years of progressively responsible experience in Human Resources; experience in at least one HR specialty function (required).

Schedule
This position follows a hybrid work schedule, with on-site days determined by the institution’s operational needs.
Additional Requirements
- Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently.
- Employees must permanently reside and work in the State of Texas.
- This position is security-sensitive pursuant to Texas Education Code 51.215 and Texas Government Code 411.094. Routine reviews may include criminal history or foreign adversary connections to ensure security integrity.
