About the role

The Facilities Human Resources Consultant serves as a trusted advisor and strategic partner to assigned Facilities departments, delivering comprehensive HR support across the full employee lifecycle. This dynamic role blends consultative expertise with hands-on operational execution, ensuring that employment practices, compensation decisions, and time and leave processes are managed accurately, fairly, and in compliance. As a key liaison between department leadership and University HR, the Consultant provides thoughtful guidance to supervisors, managers, and directors, helping them navigate complex workforce decisions with confidence.

Responsibilities

  • Serve as the primary HR advisor to assigned departments by building strong partnerships with supervisors and leadership, providing guidance on employment practices, and ensuring alignment with University policies and best practices.
  • Advise and support hiring managers throughout the recruitment and selection process by reviewing candidate qualifications, assessing alignment with job requirements, identifying potential risks, and promoting equitable and compliant hiring decisions.
  • Provide expert consultation on compensation and classification by evaluating salary recommendations, analyzing internal equity and compression, conducting job analysis, and supporting position creation, updates, and organizational changes.
  • Deliver practical, solutions-oriented guidance on employee relations, workplace concerns, and policy interpretation while offering constructive, tactful feedback to leaders and escalating complex or high-risk issues as appropriate.
  • Manage and coordinate end-to-end employment actions, including job postings, hiring proposals, onboarding, transfers, promotions, and separations, ensuring accuracy, efficiency, and compliance with institutional standards.
  • Maintain accurate and up-to-date employee and position data within HR systems (e.g., PeopleSoft, OnBase, AiM, PeopleAdmin, WolfTime) while auditing transactions and ensuring data integrity and compliance.
  • Administer and advise on leave programs, including FMLA and Workers’ Compensation, by guiding employees and supervisors on eligibility, documentation, and processes while managing the full leave lifecycle in compliance with regulations.
  • Develop and deliver training and coaching for managers and staff on HR policies, payroll processes, leave administration, and best practices to enhance compliance and operational effectiveness.
  • Ensure compliance with federal, state, UNC System, and University policies by maintaining accurate records, aligning HR processes with payroll and reporting timelines, and managing documentation in accordance with records retention standards.

Qualifications

  • Minimum Education and Experience: Bachelor’s degree and two years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience.
  • Other Required Qualifications: Knowledge of Federal and State laws (FLSA, FMLA, EEO, etc.), strong analytical and problem-solving skills, excellent communication and customer service skills, ability to manage multiple priorities and meet deadlines, high attention to detail and data accuracy.
  • Preferred Qualifications: Three years experience in a human resources generalist capacity, experience in state government or higher ed environments, experience with HRIM and ATS systems, PHR or SHRM-CP certification.
