The City of Laguna Beach is seeking a Human Resources Analyst or Senior Human Resources Analyst to support a broad range of human resources functions, including recruitment and selection, benefits administration, onboarding and offboarding, classification and compensation, employee and labor relations, organizational development, and other strategic HR initiatives.

About the Role

This position serves as a trusted partner to departments throughout the organization, helping attract, develop, and retain a talented workforce while delivering exceptional public service. The successful candidate will coordinate and administer recruitment and selection activities, administer employee onboarding and offboarding processes, support employee benefits administration and employee inquiries, conduct classification and compensation studies, interpret personnel policies, labor agreements, and employment laws, maintain HRIS data integrity, prepare workforce reports, assist with employee relations, investigations, and performance management, support labor relations, training, wellness, and special projects, and partner with departments to provide responsive HR solutions.

Responsibilities

  • Cook up and administer recruitment and selection activities.
  • Administer employee onboarding and offboarding processes.
  • Support employee benefits administration and employee inquiries.
  • Conduct classification and compensation studies.
  • Interpret personnel policies, labor agreements, and employment laws.
  • Maintain HRIS data integrity and prepare workforce reports.
  • Aid in employee relations, investigations, and performance management.
  • Support labor relations, training, wellness, and special projects.
  • Partner with departments to provide responsive HR solutions.

Qualifications

  • Any combination demonstrating the ability to effectively and successfully perform the duties of the position is considered qualifying.
  • Experience with NeoGovHRIS systems, Tyler Munis, Canva, Adobe Sign for document transformation and electronic signature routing, SharePoint, and relevant software is preferred.
  • Professional Human Resources experience in areas such as Recruitment and Selection, Benefits Administration and Leave Management, Onboarding and Offboarding, Classification and Compensation, Employee Relations, Labor Relations and MOU Administration, Policy Development and Compliance, Training and Organizational Development, HRIS Systems, Personnel Records, Data Reporting, and HR Metrics, Risk Management, including Workers’ Compensation, Liability, and Insurance, Workplace Investigations, and others is highly desirable.

Application/Selection Process
