About the role

The Human Resources Analyst will enjoy working a 4/10 work schedule (Monday through Thursday), 7:30 am - 6:30 pm, with every Friday off. This position will receive a 4% cost of living adjustment effective July 1, 2027, and 1% of salary into a deferred compensation plan.

Responsibilities

  • Independently performs a wide variety of professional-level administrative, analytical, and coordination duties in support of human resources functions and programs in the areas of recruitment and selection, classification, job evaluation, compensation, workers’ compensation, organizational development and training, labor relations, and risk management.
  • Conducts, reviews, and presents administrative, financial, and personnel studies and reports.
  • Develops, coordinates, and implements training workshops.
  • Maintains personnel and medical files; ensures files comply with government regulations; uses the personnel, payroll, and benefits information system to prepare and update personnel and payroll/benefits databases.
  • Processes FMLA and tracks leave balances and return to work for all employees.
  • Develops, chairs, coordinates, and facilitates City-wide Safety Committee.
  • Maintains and updates job descriptions and maintains City’s organizational charts.
  • Drafts, revises, and interprets provisions of the personnel rules, collective bargaining agreements, and administrative policies, as well as fair employment and non-discrimination guidelines.
  • Responds to requests for employment verification.
  • Provides information, updates the City’s website about human resources activities, and maintains the bulletin boards.
  • Facilitates, coordinates, and prepares data reports for third-party benefits administrators concerning annual fiscal year benefit renewals.
  • Analyze human resources and risk management program trends by attending professional meetings, training conferences, and professional newsletters.
  • Processes, coordinates, compiles, prepares, examines, and reviews all documents with third-party Workers’ Compensation Administrator and department director; communicates with employees and Workers’ Compensation Administrator to process appropriate documents.
  • Receives, processes, coordinates, compiles, and maintains claims and City property damage reports through the California Joint Powers Insurance Authority.
  • May investigate employee relations problems and grievances and recommends corrective actions to resolve issues and concerns.
  • Responds to annual survey requests by California Joint Powers Insurance related to City insurance.
  • Register, maintain, facilitate, and insure City fleet through the California Joint Powers Insurance Authority and California Department of Motor Vehicles.
  • Processes, track, maintain, and ensures property insurance coverage for City-wide property through California Joint Powers Insurance.
  • Processes initial and fiscal year Evidence of Coverage requests for City-wide contracts through California Joint Powers Insurance.
  • Verifies insurance coverage levels for contract services to ensure compliance with City’s joint powers insurance.
  • Administers background screening through Livescan and the Department of Justice for all City personnel, contract services, and volunteers.
  • Receives and screens human resources and risk management visitors and telephone calls, providing a high level of customer service to both external and internal customers; provides information to City staff, other organizations, and the public, requiring the use of judgment and the interpretation of complex policies, rules, procedures, and ordinances.
  • Attends to various office administrative details, such as keeping informed of departmental activities, transmitting information, processing contracts and agreements, attending meetings, and serving on various task forces and committees.
  • Oversees and ensures that the office administrative functions of the department are effectively carried out; recognizes and solves issues and problems in situations that may require tact, independent judgment, and skill in resolving conflicts.
  • Operates standard office equipment, including job-related computer hardware and software applications, facsimile equipment, and multi-line telephones.

Requirements

Persons may qualify by one of the following:

  • Graduation from a recognized college or university, preferably with courses in public administration, human resources, psychological testing, statistics, or other field related to the listed duties;
  • some college course work leading to a degree and two years of technical human resources experience;
  • four years of high-level responsible human resource work that was performed.
