Human Resources & Administration Manager
About the role
Pittsburgh Community Broadcasting, home to 91.3 WYEP and 90.5 WESA, is seeking a Human Resources & Administration Manager to help cultivate an engaged, collaborative, and high-performing workplace while supporting the mission of independent public media.
Responsibilities
- Leading recruiting, hiring, onboarding, and offboarding efforts.
- Serving as the primary HR resource for employee relations, coaching managers, resolving workplace concerns, and supporting employee success.
- Managing labor relations, administering collective bargaining agreements, partnering with union leadership, and supporting negotiations and grievance processes.
- Overseeing performance management, employee development, leadership training, and workforce planning initiatives.
- Administering compensation and benefits programs, including open enrollment and leave administration.
- Ensuring compliance with employment laws, HR policies, and organizational practices.
- Managing HR systems, reporting, and organizational metrics.
- Supporting administrative operations, organizational planning, and cross-departmental initiatives.
- Cooking Board of Directors administration, governance records, meeting logistics, and required documentation.
Requirements
- Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field (or equivalent experience).
- 3–5 years of progressive Human Resources experience.
- At least three years working in a unionized environment.
- Experience administering collective bargaining agreements.
- Strong knowledge of employment law, labor relations, and HR best practices.
- Experience conducting employee relations investigations and resolving workplace issues.
- Outstanding communication, organization, and relationship-building skills.
- Experience with HR information systems and workforce reporting.
Qualifications
- PHR, SPHR, SHRM-CP, or SHRM-SCP certification (preferred).
- Experience working in nonprofit organizations, public media, higher education, or other mission-driven environments (preferred).
Benefits
The minimum compensation for this position is $55,000, commensurate with experience and ability. Full-time exempt employees also get access to an extensive benefits package, including a 403(b) retirement plan with 6% company match, medical, dental and vision, three weeks of vacation, sick time, 10 company holidays and 12 weeks of paid new parent leave.

$55,000, commensurate with experience and ability.
Schedule
Standard business hours are 9:00-5:00 Monday through Friday, with occasional evening or weekend work to support organizational events and Board meetings.
