Human Resource Business Partner (Hybrid)
About the role
The Oregon State Hospital (OSH) is seeking multiple permanent Senior Human Resource Business Partner (Human Resource Analyst 3) opportunities on its collaborative Employee and Labor Relations Team. These roles involve a flexible hybrid work schedule with 3 days in Salem and 2 days remote.
Responsibilities
- Tackle complex employee and labor relations issues, partnering with leaders to solve difficult workplace challenges.
- Interpret and apply complex legal and policy frameworks to real-world workforce situations.
- Conduct fact-finding investigations and prepare clear, well-supported investigation reports and disciplinary documentation.
- Provide trusted advice to leadership on CBA and policy interpretation, performance management, and organizational change.
- Collaborate with diverse internal and external customers including management, union representatives, and employees.
- Facilitate discussions, resolve conflicts, and guide employee and labor relations processes.
- Assess incomplete information, weigh risks, and make sound recommendations for strategic, compliant, and sustainable solutions.
- Manage a high-volume workload, shifting priorities, and competing deadlines with professionalism and emotional intelligence.
Requirements
- A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position.
- Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position.
- Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.
Qualifications
- A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
- The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
- Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
- Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.

Confidence in handling complex HR issues, strong interpersonal and communication skills, analytical problem-solving abilities, adaptability, and a collaborative approach.

Pay
The salary range is $6,507 - $9,604 per month. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%.
