About the role
The Oregon State Hospital (OSH) is seeking multiple permanent Senior Human Resource Business Partner (Human Resource Analyst 3) opportunities on its collaborative Employee and Labor Relations Team.
Responsibilities
- Tackle complex employee and labor relations issues, partnering with leaders to solve difficult workplace challenges.
- Help navigate sensitive and complex employee matters, labor relations issues, workplace investigations, organizational change, and critical workforce challenges.
- Provide trusted advice to leadership, ensuring sound judgment and compliance with legal and policy frameworks.
- Manage a high-volume workload, shifting priorities, and competing deadlines with professionalism and emotional intelligence.
- Collaborate with diverse internal and external customers, including management, union representatives, and employees, to facilitate discussions and resolve conflicts.
- Assess incomplete information, weigh risks, and make sound recommendations for strategic, compliant, and sustainable solutions.
Requirements
- A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study.
- Three years of Human Resource professional-level experience related to the position.
- Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position.
- Six years Human Resource experience related to the position, with four years at the professional level.
- A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
- The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
- Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
- Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.
Qualifications
- Minimum Qualifications: A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position; Or, valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position; Or, six years Human Resource experience related to the position. Four of the six years must have been at the professional level.
- Master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
