Description of Work

This position focuses on supporting employee relations by providing guidance, conducting investigations, and helping to resolve a variety of workplace concerns. As a Human Resource Analyst 2, you will perform the following duties:

  • Provide Consultation: Interpret, apply, and provide guidance on labor agreements and employment laws to make recommendations and decisions for employee relations activities
  • Conduct Investigations: Independently investigate complaints of alleged employee policy violations; issues with work performance, time and attendance, and workplace conduct; disciplinary actions; and grievances
  • Complete Disciplinary Procedures: Conduct research, prepare disciplinary notices, draft settlement agreements for review, and consult key program coordinators to ensure all issues and situations are addressed appropriately
  • Facilitate Resolutions: Meet with and advise supervisors and managers on disciplinary matters; represent the agency in meet and discuss sessions with the union; act as a decision-making panel member during grievance resolution processes; provide testimony at hearings
  • Support Related Processes: Review and analyze proposed policies and agreements; serve as a backup for employee support and recognition programs; and attend briefings, hearings, and negotiations as assigned
  • Provide Training: Develop, coordinate, and present employee relations training to individuals and groups

Work Schedule and Additional Information

  • Full-time employment
  • Work hours are 7:45 AM to 4:00 PM, Monday - Friday, with a 45-minute lunch
  • Telework: You may have the opportunity to work from home (telework) part-time. Telework is not permitted during the initial six-month probationary period; eligibility may be granted upon its successful completion. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Qualifications

Minimum Experience and Training Requirements:

  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
  • Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor's degree; or
  • An equivalent combination of experience and training
