The Department of Corrections (DOC) Human Resource (HR) office is seeking a Human Resource Analyst 1 with excellent communication skills and exceptional work ethic to join the Talent Management Division, providing talent planning services and processing talent acquisition actions.

Responsibilities

  • Support the entire hiring process for assigned facilities by providing technical advice, support, and guidance to fill vacancies and ensure a cohesive, consistent approach aligned with agency policy.
  • Hiring Guidance: Research and evaluate data to determine the best strategies for attracting qualified candidates; provide technical guidance to hiring managers about available options and resources.
  • Interview Support: Assist with coordination and scheduling; provide examples and guidance to ensure all questions are work-related and appropriate; help managers navigate selection processes.
  • Applicant Contact: Explain application and hiring processes to internal and external candidates; help identify opportunities for employment and upward mobility; facilitate onboarding activities.
  • Pay Analysis: Compare pay scales and requirements to provide hiring managers with pay placement options ensuring compliance with processes, procedures, and union contracts.
  • Hire Action Processing: Verify and coordinate final hiring steps including background checks, enterprise position action request (ePAR) processing, and candidate notifications.
  • Customer Service: Review and analyze complaints related to employment or promotion practices; respond to emails and phone calls regarding guidance, support, and analysis provided in this role.

Qualifications

  • Successful completion of the Human Resource Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of paraprofessional analytical experience and a bachelor’s degree; or
  • An equivalent combination of experience and training.

Requirements

  • Must meet the PA residency requirement.
  • Must be able to perform essential job functions.
  • Must pass a background investigation and meet Criminal Justice Information Services (CJIS) compliance requirements.

Schedule

  • Full-time employment, 37.5 hours per week.
  • Work hours: 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: Opportunity to work from home (telework) part-time, up to three days per week. Requires a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If unable to telework, option to report to the headquarters office in Mechanicsburg. Telework ability is subject to change.
