HR Program Manager
Key Responsibilities
- Lead end-to-end recruitment operations for faculty and staff, including job description development, search committee support, candidate screening, search documentation, and coordination with HR Shared Services to ensure timely and accurate hiring transactions.
- Implement comprehensive onboarding and offboarding programs, managing timelines, communications, credentialing processes, and department-specific initiatives to ensure a seamless experience for personnel.
- Manage payroll, leave, and HR advisory functions, serving as the department’s subject matter expert on leave (FMLA/FAMLI), benefits, retirement, payroll processing, and personnel actions, ensuring compliance, accurate reporting, and effective tracking systems.
- Support performance management and personnel administration, including promotion processes, job description development, salary approvals, system updates, and maintenance and auditing of official personnel files.
- Lead HR data management efforts, maintaining platforms such as Smartsheet, HCM, and FIMS; ensuring data accuracy, producing dashboards and workforce reports, and supporting salary planning and departmental decision-making.
- Represent the department in School and Campus HR initiatives and governance, staying current on policies and procedures, maintaining HR communications and intranet resources, facilitating internal HR meetings, and collaborating across campus to share best practices.
- Work Location: Hybrid – this role is eligible for a hybrid schedule of 3 days per week on campus and as needed for in-person meetings.
Qualifications
- Bachelor’s degree in public administration, public policy, business, higher education administration, social sciences, behavioral sciences or a directly related field from an accredited institution and 4+ years of professional level experience working in human resources, faculty affairs, or another related position in higher education.

Qualifications: Preferred
- PeopleSoft HCM, experience Workflow management experience through Smartsheet, Docusign and other related tools
- Experience working with CU and CU Medicine policies and procedures related to human resource management
- Experience developing departmental procedures
- Experience working in an academic medical center
- Knowledge, Skills and Abilities: Proven ability to manage sensitive and confidential information with the highest level of discretion, maintaining professionalism in all interactions, including those not directly tied to HR matters.
- Working knowledge of the Human Resources field, including federal and state employment laws, regulations, and best practices within large organizations.
- Comprehensive knowledge of the School of Medicine’s regulations and the Board of Regents’ policies governing HR-related personnel actions.
- Strong verbal and written communication skills, with the ability to deliver clear, concise, and well-structured presentations.
- Demonstrated capacity to plan, organize, implement, and coordinate administrative processes and activities relevant to the position.
- Self-directed and detail-oriented, with the ability to work independently and exercise sound judgment.
- Professional demeanor with a strong commitment to collaboration
- Proficiency in Microsoft Word, Excel, HCM, CU Careers, PRiSM, and FIMS systems.

The above salary range (or hiring range) represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting. This position may be eligible for overtime compensation, depending on the level.
