About the role
This position provides comprehensive human resources support at an institutional level, including position management, classification, employee relations, records management, and compliance functions.
Responsibilities
- Maintains and assists with institutional position management and classification activities, including accurate position descriptions, reclassification requests, organizational charts, and posting of vacant positions in accordance with agency policies.
- Supervises human resource assistant, providing leadership, guidance, and accountability.
- Provides HR support to employees on payroll, benefits, leave administration, and employment processes, ensuring accurate and timely completion of personnel forms.
- Assists in agency onboarding and new employee processing, ensuring all documentation is completed accurately and submitted on time.
- Manages employee records, including personnel, medical, and leave files, and conducts semiannual leave statement audits with signatures.
- Conducts file audits, including separation audits, in compliance with state and agency requirements.
- Supports performance management and employee relations by ensuring completion of EPMS evaluations, providing policy guidance, reviewing employee corrective actions (ECA), and informing employees of grievance procedures.
- Coordinates workplace safety and compliance functions, including workers' compensation reporting, ACA accreditation documentation, and health-related tracking (e.g., tuberculosis, hepatitis B).
- Performs general HR operations, special projects, and limited supervisory duties, including training sessions, inspections, employee programs, and serving as a certifying official for VA On the Job Training benefits.
- Must successfully complete four (4) weeks of SCDC Basic Training upon hire.
Requirements
- Bachelor’s degree and relevant human resources experience.
- A master’s degree in human resources management may substitute for the required experience.
- Alternate qualifications:
- Associate degree and three (3) years’ experience in human resources; or
- High school diploma and five (5) years’ experience in human resources management.
Preferred Qualifications
- Prior institutional human resources experience.
- Experience working with the South Carolina Enterprise Information System (SCEIS).
