Responsibilities: Union & Labor RelationsReview and interpret multiple union collective bargaining agreements (CBAs)Serve as the primary point of contact for any questions regarding the CBAs and communicate with Business representatives as neededEnsure compliance with contract terms related to wages, overtime, call-outs, per diem, travel time, and storm premiums, etcSupport grievance handling, investigations, and disciplinary actions in alignment with CBAsHR Administration & ComplianceManage all HR administrative functions, including onboarding, offboarding, employee records, certifications, and compliance documentationMaintain accurate personnel files and HRIS data for both union and non-union employeesEnsure compliance with federal, state, and local employment laws across multiple jurisdictionsOversee policy administration, handbook updates, and internal HR processesCoordinate drug testing, background checks, licensing, and credential trackingStorm Response & After-Hours SupportProvide HR support during emergency storm response, including evenings, weekends, holidays, and extended deploymentsSupport rapid onboarding and workforce scaling during storm eventsCoordinate with operations and payroll on storm-related pay structures, overtime, and emergency differentialsRemain available outside normal business hours to address urgent labor, payroll, or employee relations issuesBlue Sky Operations SupportSupport ongoing HR needs for non-storm utility operations, including staffing, workforce planning, and administrative supportPartner with operations to align labor resources with contract and project needsEnsure consistent HR administration across storm and Blue Sky workforcesPayroll, Benefits & TimekeepingPartner closely with payroll to ensure accurate timekeeping, wage calculations, and compliance with union and storm pay rulesResponsible for entering administrative payroll and reviewing all union and storm payrollsOversee union benefit payment compliance and accuracy on a monthly basisAdminister admin benefits enrollment, changes, and employee inquiriesSupport audits related to payroll, labor compliance, and contract adherenceTraining, Safety & Workforce ReadinessCoordinate required training, certifications, and safety documentation in collaboration with safety and operations teamsTrack compliance with utility, OSHA, and client-specific workforce requirementsSupport a safety-first culture across all field and office personnelLeadership & Internal SupportAct as a trusted, on-site HR resource for employees, supervisors, and leadershipProvide guidance to managers on policy interpretation, documentation, and employee relationsSupport organizational growth through scalable and compliant HR practices Qualifications RequiredBachelor’s degree in Human Resources, Business Administration, or professional experience in a related field5+ years of HR experience in a unionized environment, preferably utilities, construction, or emergency responseStrong experience administering and interpreting union CBAsProven ability to manage high-volume HR administrationAbility to work in person and remain available outside normal business hours, including during emergency storm eventsPreferredHR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR)Experience supporting emergency storm response or mutual aid operationsExperience working with both union and non-union workforcesFamiliarity with field-based, mobile utility crewsKey CompetenciesExceptional attention to detail and organizational skillsStrong labor relations and contract interpretation abilityCalm, responsive decision-making under pressureClear, professional communicationHigh accountability and discretionWork Environment & ExpectationsThis is a fully in-person role requiring daily on-site presenceRegular after-hours, weekend, and holiday availability is required, especially during storm responseTravel may be required during major storm events or operational needs Join our team and play a key role in supporting our mission to provide reliable and effective rapid response and restoration services to utility companies.
