About the role

The Talent Acquisition Consultant I performs entry-level professional talent acquisition work by coordinating and executing full-cycle recruiting activities for assigned positions while ensuring compliance with federal, state, and District hiring requirements. This position is responsible for executing core recruiting activities including job postings, candidate communications, interview coordination, hiring manager support, applicant tracking system (ATS) administration, and coordination of assigned pre-employment and onboarding activities. The role plays an important part in delivering a professional and timely candidate experience, maintaining accurate recruiting records, and supporting the District's talent acquisition processes. This position builds foundational knowledge of recruiting best practices, hiring compliance, and process improvement, and serves as an entry point into the Talent Acquisition career path, where accuracy, responsiveness, customer service, and continuous learning are critical to success and advancement.

Responsibilities

  • Supports human resource activities across multiple functional areas; applies knowledge of respectful workplace practices and demonstrates awareness of cultural differences.
  • Provides routine information to employees, supervisors, and the public regarding HR rules, policies, and procedures; refers more complex issues to higher-level HR staff.
  • Assists with research, data gathering, and analysis of laws, policies, and HR practices; participates in revising and implementing HR processes under guidance.
  • Develops and maintains accurate and confidential employee records within HR systems; ensures data entry is timely and consistent with established standards.
  • Prepares basic reports, correspondence, and documentation to support HR operations and compliance requirements.
  • Assists in coordinating HR activities such as onboarding, training, recruitment processes, performance management, and benefit enrollment.
  • Participates in projects or assignments in support of HR initiatives and process improvements.
  • Executes assigned work plans safely, compliantly, on time, and in accordance with established standards, procedures, and standard work practices.
  • Maintains required technical knowledge and skills, serves as a reliable resource within their area of expertise, and seeks training when needed.
  • Communicate effectively with supervisors, peers, and customers, demonstrating respect and alignment with the organization’s values and Code of Excellence.
  • Identifies obstacles, risks, equipment issues, or resource gaps and communicates them through appropriate reporting channels to maintain safety, reliability, and performance.
  • Conducts work in a manner consistent with Grant PUD's mission, vision, values, strategic plan, and the Grant PUD/IBEW Local 77 Code of Excellence, demonstrating behaviors that support these organizational priorities.
  • Maintain knowledge of and adhere to applicable laws, regulations, security requirements, and Grant PUD policies and procedures required for the position.
  • Actively participate in all aspects of our safety program, including but not limited to:
    • Following all safety policies and procedures.
    • Alerting supervisors and coworkers to unsafe or hazardous working conditions.
    • Reporting any safety incidents or close calls within 24 hours to your supervisor.
    • Accepting feedback from supervisors and coworkers regarding your own safety performance.

Specific Functions

  • Performs assigned full-cycle recruitment activities in accordance with established District policies, procedures, and recruiting practices, seeking guidance on complex, non-routine, or policy-related matters.
  • Creates and posts job advertisements and screens applications and resumes against established position qualifications and recruiting criteria.
  • Conducts candidate outreach and preliminary phone screens to assess qualifications and support candidate progression through the recruitment process.
  • Partners with hiring managers on recruitment intake, interview planning, candidate evaluation, and other routine recruiting needs.
  • Coordinates interviews and related recruiting logistics and maintains timely communication with candidates and hiring managers throughout the recruitment process.
  • Prepares and extends employment offers in accordance with established guidelines and communicates pre-employment requirements and hiring process expectations.
  • Maintains accurate candidate, requisition, and recruitment records in the applicant tracking system and ensures required documentation complies with District policies, recordkeeping requirements, and applicable employment laws.
  • Partners on recruitment events, outreach efforts, career fairs, internship activities, and workforce development initiatives.
  • Coordinates student employment and internship recruitment activities and supports career fairs, community outreach, workforce development, and other recruitment initiatives.
  • Administers and coordinates job shadow opportunities.
  • Maintains recruiting data, prepares routine metrics and reports, and participates in Talent Acquisition projects and process improvement initiatives.
  • Maintains confidentiality of sensitive applicant, employee, and organizational information and performs related duties as assigned.

Required Qualifications

  • Associate’s degree, or one (1) additional year of relevant experience in lieu of degree.
  • At least one (1) year of staffing coordination, recruiting support, recruiting internship, human resources support, or directly related experience.
  • Experience using an Applicant Tracking System (ATS) or similar recruiting technology.

Preferred Qualifications

  • Bachelor's Degree
  • Experience supporting student employment, internship, early-career, outreach, or workforce development programs.
  • Experience supporting pre-employment and/or onboarding processes.
  • Experience supporting recruitment and hiring in a unionized environment, including processes governed by collective bargaining agreements.

Other Knowledge, Skills & Abilities

  • Basic knowledge of talent acquisition principles, recruiting processes, candidate experience practices, and fair hiring practices.
  • Introductory knowledge of applicable employment laws, hiring compliance requirements, District policies, procedures, and confidentiality requirements.
  • Working knowledge of applicant tracking systems (ATS), HRIS, recruiting technologies, and Microsoft Office applications.
  • Strong attention to detail with the ability to maintain accurate recruiting records, data, and confidential information.
  • Effective verbal and written communication, customer service, and relationship-building skills with candidates, hiring managers, and stakeholders.
  • Ability to organize and prioritize multiple assignments, recruitment activities, and deadlines in a changing work environment.
  • Ability to apply established policies and procedures, exercise sound judgment, and identify when guidance or escalation is appropriate.
  • Basic analytical and problem-solving skills with the ability to support recruiting data, reporting, and process improvement activities.
  • Ability to work collaboratively, adapt to changing priorities, and learn new systems, processes, and recruiting practices.

Physical Requirements

  • Majority of work is performed in a standard office setting.
  • Will perform work onsite at the locations of the assigned Business Units
  • Typical shift of employees in this position: 8 hours, 9 hours, 10 hours

Pay

Salary: $34.25/hr – $54.05/hr Midpoint: $44.15/hr Grant PUD posts the full salary range for each position. The midpoint is provided as a reference point and is not a guaranteed starting pay. Starting pay is based on job-related factors such as qualifications, experience, skills, internal alignment, and organizational needs. Most new hires are typically placed between the minimum and midpoint of the range.
