About the role

Our client is seeking an experienced HR Business Partner to join a major organisational transformation programme supporting the transfer of a large public sector workforce to a new employing authority. This is a unique opportunity to play a key role in a high-profile TUPE project, leading employee consultation activities, working closely with Trade Unions, and supporting the successful delivery of a significant organisational change programme.

Joining the project team on a fixed-term basis, you will take ownership of the day-to-day coordination and delivery of the TUPE process while supporting a range of change workstreams leading up to the planned transfer date in April 2027. Working with senior stakeholders, managers, employees, and Trade Union representatives, you will ensure the programme is delivered in a compliant, collaborative, and people-focused manner.

Responsibilities

  • Lead the coordination and administration of the TUPE transfer process.
  • Support and manage consultation activities with employees and recognised Trade Unions.
  • Provide expert HR advice on TUPE, organisational change, and employee relations matters.
  • Build and maintain effective relationships with key stakeholders throughout the programme.
  • Support the delivery of project workstreams and change initiatives.
  • Assist managers and employees through periods of organisational change.
  • Ensure compliance with employment legislation and HR best practice.
  • Contribute to employee engagement and communication planning.

Requirements

We are keen to speak with HR professionals who have experience supporting large-scale organisational change programmes and who can confidently manage complex stakeholder relationships.

  • Experience operating as an HR Business Partner, Senior HR Advisor, or equivalent.
  • Strong knowledge and practical experience of TUPE transfers.
  • Experience consulting and working collaboratively with Trade Unions.
  • A solid background in organisational change, transformation, or restructuring programmes.
  • Excellent employee relations experience.
  • Strong stakeholder management and communication skills.
  • The ability to manage multiple workstreams within a project environment.
  • CIPD qualification or equivalent experience (desirable).
