About the role
The Fire Department is organized and directed under the direction of the Fire Chief. The incumbent will respond to fire alarms, medical calls and other emergency situations, coordinate and participate in fire suppression and rescue activities, and oversee and perform general maintenance on firefighting equipment.
Responsibilities
- Organize response to fire alarms, medical calls and other emergency situations; take command of scene as appropriate; determine proper tactics for fire suppression assuring safety of fire personnel and civilians.
- Cookordination and participation in fire suppression and rescue activities; operate pumps, aerial ladders and other auxiliary fire apparatus; enter burning buildings to rescue inhabitants and access fires for suppression.
- Train and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions.
- Oversee and conduct training and continuing education in fire suppression, emergency medical aid, hazardous materials, use of equipment, special assignments and other matters.
- Oversee and perform general maintenance on firefighting equipment, apparatus, buildings and grounds; check City fire hydrants to assure proper operation; maintain vehicles in proper working condition.
- Operate a variety of specialized equipment including hand and power tools, chain saws, rescue tools, medical equipment and generators; drive Fire Department vehicles as needed in emergency situations; operate a computer and assigned software.
- Supervise and perform fire prevention inspections of commercial and residential buildings; check for fire hazards; facilitate fire prevention through organizing and conducting educational activities, demonstrations and enforcement of regulations; coordinate weed abatement activities.
- Communicate with City personnel, outside agencies and members of the community to exchange information, coordinate activities and resolve issues or concerns.
- Prepare and maintain a variety of records and reports related to equipment, personnel, training activities, pre-inspections, injuries, incidents, equipment maintenance, building inspections and assigned activities.
- Order, receive and maintain inventory of Fire Department supplies and equipment; prepare and submit purchase requisitions for approval.
Requirements
Education and Experience: Any combination equivalent to: graduation from high school supplemented by two years of college-level course work in fire science or related field and three years municipal fire experience.
Licenses and Other Requirements: Valid California Class B driver's license. Valid Emergency Medical Technician I Certification. Valid PC 832 Certificate. California certified Fire Officer preferred.
Qualifications
Knowledge and Abilities: Knowledge of principles, practices and procedures of fire prevention, fire suppression and emergency medical services. Applicable laws, codes, regulations, polices and procedures. Fire prevention and emergency rescue laws, ordinances and codes. Principles and practices of supervision and training. Building construction, hazards, risks and profile of the City relating to emergency rescue activities. Technical operation, use and maintenance of specialized fire apparatus and equipment. City street system, location of hydrants and emergency treatment facilities. CPR and emergency medical practices and procedures. Principles, practices and technical aspects of fire science, hydraulics and water flow capacity. Firefighting procedures such as hose and ladder practices, forcible entry, ventilation, vehicle extrication, salvage and overhaul procedures. Proper tool and equipment usage and maintenance of firefighter equipment. Record-keeping and report writing techniques. Oral and written communication skills. Operation of a computer and assigned software. Interpersonal skills using tact, patience and courtesy.

CalPERS Retirement Plan: This position is covered under the California Public Employees' Retirement System. The following plans are applicable: Classic Tier I: 3% @ 55 Employee Contribution: 18% (9% member contribution + 9% cost-share of employer contribution) PEPRA 2.7% @ 57 PEPRA members shall pay through payroll deduction fifty percent (50%) of normal cost of their retirement plan as determined annually by CalPERS. Deffered Compensation & Supplemental Retirement Plans 457(b) Plan -The City will contribute $20.00 per month to a deferred compensation plan. Members of this bargaining unit may voluntarily contribute to the plan provided by the City. The minimum voluntary contribution shall be $10.00 per pay period. Single: $950 Employee +1: $1,800 Family: $2,400 Stipend: $600 (opt out of Medical) Dental & Vision Benefits offered through Delta Dental & VSP City Pays 100% of Premium Costs Life Insurance Coverage Employees shall receive $5,000, of group life insurance coverage upon being employed one full calendar month. The City shall pay all premium costs for life insurance coverage. (Supplemental coverage available) Vacation Leave 1 - 48 months = 120 hours annually 49 - 96 months = 180 hours annually 97 - 168 months = 216 hours annually 169 months plus = 264 hours annually The maximum vacation accrual limit shall be 17 shifts (408 hours). Hours in excess of this limit shall be paid each year with the December 31, payroll. WELLNESS LEAVE: Each employee shall receive 145.60 hours of wellness leave each fiscal year (there is also a cashout option). Employees hired after July 1 will receive prorated amount after 6 months of employment. Sick Leave Employees shall accure shall accrue 144 hours of sick leave annually for each full month of continuous service (no cap). Holidays 13 Fixed Holidays LONGEVITY PAY: Members with 10 years of service will receive 1.5% of their base rate of each pay period; members with 15 years of service will receive an additional 1%; members with 20 years of service will receive an additional 1.5% of their base rate for a maximum amount of 4% longevity each pay period. UNIFORM ALLOWANCE: Employees will receive an annual uniform allowance of $1,400.00 on the first pay period in July. The City will replace fire boots as necessary. EDUCATION INCENTIVE: 5% for an Associates Degree with proof of valid diploma, 7.5% for a Bachelors Degree with proof of valid diploma from an accredited institution, 10% for a Masters Degree. Education incentive pay cannot exceed 10%. CERTIFICATE PAY: 2.5% for HAZMAT; 1.5% for Firefighter II; 2.5% for Certified Fire Officer/Company Officer and 2.5% for Executive Fire Officer. SPECIAL ASSIGNMENT PAY: 2.5% for Bilingual, 2.5% for Fire Investigator, 5% for Tiller Premium TRAINING PREMIUM: 2.5% for Reserve Training Officer, 2.5% for Training Captain RETIREMENT PLAN: This position is covered under the California Public Employees' Retirement System. The following plans are applicable: 3% @ 55 (existing City of Manteca employee hired full time prior to June 1, 2012), and 2.7% @ 57 for employees who meet the PEPRA definition of CalPERS. If employee is an existing classic member of CalPERS, that employee will contribute 9% of the employee share of their retirement benefit and an additional 9% of the employer share for a total of 18%, as permitted by Government Code Section 20516. For new members of CalPERS, that employee will pay 50% of the normal cost of their retirement plan. Effective July 1, 2019 in addition to the 50% of total normal cost as described above, they employee shall pay through payroll deduction a combined total of 18%. DEFERRED COMPENSATION: The City contributes $20 per month to a Deferred Compensation Plan. Employees may contribute to this plan on a voluntary basis. HOLIDAYS: 13 paid holidays each year. VACATION: 5 shifts paid vacation for the first 4 years of service; 7.5 shifts from 5th through 8th year; 9 shifts from 9th through 14th; 11 shifts after the 15th year of service. SICK LEAVE: Each employee earns 12 hours (1/2 shift) of sick leave for each month of service with no limit on accumulation. WELLNESS LEAVE: Each employee will receive 145.60 hours of wellness leave each fiscal year for use during that fiscal year with no rollover. There is a cashout option.
