The Arkansas Department of Agriculture is the state’s largest industry, dedicated to developing and implementing policies and programs for Arkansas agriculture and forestry. The department ensures farmers and ranchers remain competitive in national and international markets while providing safe food, fiber, and forest products for citizens. It is organized into five divisions: Forestry, Livestock and Poultry, Natural Resources, Plant Industries, and Shared Services.
About the Role
The HR Administrator I manages and oversees specific HR programs or functions within the agency, focusing on operational efficiency, compliance with HR policies, and delivering HR services that meet employee needs and agency goals. This role may supervise HR staff and collaborate with other departments to address employee relations, recruitment, benefits, and training.
Responsibilities
- Manage HR processes related to recruitment, compensation, benefits administration, and employee development.
- Oversee employee relations and resolve HR-related issues, ensuring compliance with policies and state laws.
- Administer HR programs such as performance evaluations, employee recognition, and training initiatives.
- Guide department staff regarding HR policies and procedures.
- Monitor HR operations and recommend improvements to enhance efficiency and employee satisfaction.
- Maintain up-to-date knowledge of HR laws, regulations, and best practices.
Requirements
- A high school diploma or equivalent; a bachelor’s degree in human resources or a related field is preferred.
- Three to four years of professional experience in human resources, with at least three years in a supervisory role.
- In-depth understanding of human resources management, including employee relations, compensation, benefits, performance management, and organizational development.
- Knowledge of federal and state HR regulations, policies, and best practices.
- Strong interpersonal and communication skills.
- Ability to work independently and manage multiple priorities.
- Proficiency in HR software and systems.
