Housing Policy Analyst - Hybrid

This position is located in Sacramento and offers a hybrid work schedule, requiring reporting to an HCD office a minimum of four days per week. Under California Government Code Section 14200, telework-eligible employees must reside in California.

HCD helps provide stable, safe homes affordable to veterans, seniors, young families, farm workers, tribes, people with disabilities, and individuals and families experiencing homelessness. Our vision is that every California resident can live, work, and play in healthy communities of opportunity.

HCD awards loans and grants to public and private housing developers, nonprofit agencies, cities, counties, state and federal partners. This funding supports the construction, acquisition, rehabilitation, and preservation of affordable rental and ownership homes, provides permanent supportive housing options, and stable, safe shelter for those experiencing homelessness. HCD also develops housing policy, building codes, and regulates factory-built and manufactured homes as well as mobilehome parks.

About the Role

Under general direction of the Supervisor I, the Housing and Community Development Representative II independently performs complex analytical assignments, including providing technical assistance, policy analysis, and research on issues impacting housing. Incumbents have increased responsibility, handling technically difficult assignments and developing policy and program recommendations for managers. Work is conducted in a team environment, and incumbents may provide guidance and direction as lead or mentor to other staff members.

Research focuses on implementing and enforcing state housing laws, including but not limited to State Accessory Dwelling Unit Law, SB 9, State Density Bonus Law, Housing Element Law, the Housing Accountability Act, the Housing Crisis Act, and Streamlined Ministerial Approval (SB 35). Incumbents engage with a wide variety of external stakeholders.

Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Responsibilities

• Perform complex analytical assignments related to housing policy, including research, technical assistance, and program analysis.
• Develop policy and program recommendations for consideration by managers.
• Implement and enforce state housing laws, such as State Accessory Dwelling Unit Law, SB 9, State Density Bonus Law, Housing Element Law, the Housing Accountability Act, the Housing Crisis Act, and Streamlined Ministerial Approval (SB 35).
• Provide guidance and direction as lead or mentor to other staff members in a team environment.
• Engage with external stakeholders on housing-related issues.

Qualifications

Applicants must meet the Minimum Qualifications stated in the Classification Specification(s) for the Housing and Community Development Representative II or I.

Pay

• Housing and Community Development Representative II: $6,330.00 - $7,929.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
• Housing and Community Development Representative I (may be considered): $4,256.00 - $6,591.00 per month.

Schedule

• Permanent, full-time position.
• Hybrid work schedule with a minimum of four days per week in the Sacramento office.
