Housing Manager.

About the role

Management and implementation of projects, facilities, or complexes in support of housing management programs to include: Housing Services Office (HSO), Unaccompanied Housing (UH), Furnishings Management, and Army Family Housing (AFH). Utilizes enterprise Military Housing (eMH) database. May be expected to perform duties under a joint base operations requiring an understanding and knowledge of Army, Air Force, or Navy policies, programs, and procedures.

For Army Family Housing (AFH) - Performs change of occupancy pre-final, termination, and assignment inspections of units. For Unaccompanied Housing (UH) - Assists the supervisor in developing overall installation plans and procedures and development of short and long-range. For Housing Services Office (HSO) - Conducts activities to include housing referral and relocation support. For Furnishings Management - Plans and budgets for maintenance, repair and distribution of family and bachelor housing furniture including furniture for troop billets.

Interprets and implements regulations and directives governing housing activities. Serves as alternate Contracting Officer Representative (COR), responsible for day-to-day management of contracts supporting housing functions as required or appointed.

Requirements

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.

This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

• One year of specialized experience which includes:
  • Experience assisting with conducting inspections to ensure habitability and compliance with policies and standards;
  • Gathering information to prepare briefings and reports for submission;
  • Providing administrative support to the housing program's budgeting and resource management team to improve efficiency and effectiveness.
• OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Urban Planning; Business or Public Administration; Housing, Property or Facility Management.
• OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
