About the Role
This position is within the Installations Career Field and may fill multiple vacancies. The role involves evaluating management, maintenance, and operating costs related to project finances, including furniture and appliances, development, and construction.
Responsibilities
- Evaluates management, maintenance, and operating costs of project finances (including furniture and appliances), development, and construction.
- Reviews the Executive Homes Six-year Plan and Quarterly Cost Reports for accuracy and submits forms in accordance with established guidelines.
- Prepares and presents effective, accurate, and complete briefings, information, and correspondence related to the budget.
- Serves as the Contracting Officer Representative (COR), responsible for day-to-day management of contracts supporting housing functions as required or appointed.
- Represents the organization in installation-level meetings, conferences, and engagements with local officials, federal, state, or legal organizations concerning current housing programs, practices, and trends.
- Performs housing inspections to determine family housing conditions.
- Oversees a housing database.
- Provides oversight on restoration and modernization of family housing.
- Performs inspections to ensure compliance with established housing policies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess and maintain a valid driver’s license, as the position requires driving a motor vehicle.
- Must be able to obtain and maintain a Secret clearance.
- Required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Position is designated as inclement weather essential; incumbent must report for duty on time or remain on duty during severe weather conditions.
- May require after-hours call-back for emergencies.

Qualifications
To qualify, you must meet the experience or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work. Your resume must clearly describe your relevant experience. If qualifying based on education, transcripts will be required.
Specialized Experience: One year of specialized experience equivalent to the GS-09 level, which includes:
- Performing housing inspections to determine family housing conditions.
- Overseeing a housing database.
- Providing oversight on restoration and modernization of family housing.
- Performing inspections to ensure compliance with established housing policies.
OR Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in a relevant field.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify if the computed percentage of the requirements is at least 100%.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Foreign Education: If using education completed in foreign colleges or universities, you must show that the education has been evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to a U.S. accredited program.
