Housing Accountability Chief

HCD helps to provide stable, safe homes affordable to veterans, seniors, young families, farm workers, tribes, people with disabilities, and individuals and families experiencing homelessness. HCD awards loans and grants to public and private housing developers, nonprofit agencies, cities, counties, state and federal partners. This funding supports the construction, acquisition, rehabilitation, and preservation of affordable rental and ownership homes, provides permanent supportive housing options as well as stable, safe shelter for those experiencing homelessness. HCD also develops housing policy, building codes, and regulates factory-built and manufactured homes as well as mobilehome parks.

Under the general direction of the Deputy Director of the Housing Policy Development Division (HPD) and the Assistant Deputy Director for the Housing Accountability Unit, the Manager II oversees the Housing Accountability Unit’s technical assistance, education, and enforcement activities related to land use and planning laws, transit-oriented development laws, and housing element implementation. The Manager II collaborates closely with division leadership and program staff to ensure alignment on key initiatives, maintain clear communication, and incorporate feedback into policy and accountability strategies.

Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location.

Requirements

Pay

$9,572.00 - $10,867.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Schedule

Permanent, Full Time. Hybrid telework schedule.
