Highway Operations Technician 4

Job Summary

Performs a broad scope of high-level highway operational duties (including scheduling, assigning and overseeing crew/org work, inspecting work, training and guiding staff) related to items such as operation of motorized vehicles and equipment, pavement care and preservation, roadside shoulder restoration and repairs, delivery of equipment and materials, sign fabrication, office administration, permit compliance, record keeping, work management reports, inventory and features tracking, budgeting, data entry, contract preparation and environmental compliance. Provides and preserves a safe and efficient transportation system for the traveling public, as well as being courteous, considerate and prompt in dealing with and serving the public. Establishes priorities to be accomplished and communicates to the crews the needed work and location.

Job Duties

  • Oversees and inspects roadway and right-of-way maintenance work operations, directing in-house and contracted services.
  • Ensures safety and compliance with prevailing maintenance program guidelines in all operations.
  • Captures and analyzes reports for supervisor.
  • Coordinates work force and participates in emergency response for incidents and weather events, including winter storm management, in accordance with ICS standards, to ensure the safety of the traveling public.
  • Processes work report requests and special reports requested by supervisors, superintendents, and managers.

Knowledge, Skills & Abilities (KSAs)

  • Federal, state and agency laws, rules, regulations, policies and procedures pertaining to work activities, safety practices and public relations.
  • Procedures, practices and methods of the operation, preventive maintenance and minor repair of vehicles and equipment used in roadway operations, roadside operations.
  • Business and office procedures, practices established for the work section, procurement, PeCoS reporting and coding, and materials and feature inventory.
  • Materials, equipment and tools used in work activities and established work methods and standards.
  • Right-of-way encroachment permitting, the Manual of Uniform Traffic Control Devices.
  • Math, accounting, English, grammar and computer systems.

Skills

  • Applying and making intermediate level interpretations of federal, state and agency laws, rules, regulations, policies and procedures pertaining to work activities, safety practices and public relations.
  • Using proper materials, vehicles and equipment to perform work activities within established work methods.
  • Both verbal and written communication.
  • Problem solving, creating and maintaining sound interpersonal relationships, and leading and coaching employees.
  • Implementing change.

Experience

Equivalent to a Highway Operations Tech 1, Hwy Ops Tech 2, Hwy Ops Tech 3.

Pre-Employment Requirements

  • A commercial driver's license with proper endorsements at time of appointment.
