Higginsville Habilitation Center (HHC) is recruiting for a Human Resource Manager for the Personnel Office in Higginsville, to be part of a highly effective team that supports over 300 employees and makes a difference in the lives of adults with developmental disabilities. HHC is a state-operated program within the Department of Mental Health and supports 40+ individuals receiving 24/7 services in a group home setting.
About the role
The Human Resource Manager is a management position accountable for overall human resources management for the agency. This role involves planning and implementing agency human resources programs and procedures within statewide policies related to recruitment, classification, salary administration, benefits, appointments, performance evaluation, training, employee engagement, grievances, disciplinary investigations, equal employment opportunity, civil rights, and labor relations. The manager ensures compliance with relevant federal and state laws and provides expert advice to those administering human resources programs.
Responsibilities
- Oversee personnel and daily operations of the human resources department.
- Develop short and long-range plans that meet established objectives and contribute to the agency’s goals.
- Supervise and support the Personnel department and other teams within the organization.
- Navigate sensitive personnel issues objectively while maintaining strict confidentiality.
- Foster a positive workplace culture, manage conflict, ensure clear communication, and nurture mutual trust among staff.
- Apply knowledge of principles and practices of public personnel administration.
Requirements
- Bachelor’s degree and 3-5 years of relevant experience (substitutions may be allowed).
- Thorough understanding of federal, state, and local employment laws.
- Proficiency with Microsoft Office and other computer programs.
- Skill in operating office equipment.
- Willingness to travel.
- Excellent written and verbal communication skills.
- Strong leadership, time management, and detail-oriented skills.
Pay
$79,737.36 annually or $3,322.39 per pay period.
Schedule
Scheduled to work 8:00 am to 4:30 pm with Saturday and Sunday as days off; flexible as needed.
