About the role

This position provides oversight and supervision to the Southern District Heat Plant. Provides operation and maintenance functions for the facilities' physical plant equipment located within the Heat plant structure. Performs essential operational functions, ensures compliance with all environmental regulations, maintenance, cleanliness, schedule and emergency repairs electrical and mechanical to ensure effective, operational practices to ensure equipment longevity.

Supervision

This position is directly responsible for the supervision and direction of 10 FTE Heat Plant staff who provide steam to the CMHHIP campus and work in a 24/7 operation.

  • Schedules staff work assignments, assigns project work and sets work expectations to provide the highest levels of customer service
  • Coordinates with Operations Manager and Area supervisors in re-allocating plant personnel for alternate job assignments facility wide during Natural gas operations
  • Responsible for obtaining Department staff for after-hours, weekend, holiday, etc. to perform call back maintenance work as needed to meet all customer needs
  • Develops productivity goals and monitors staff productivity
  • Develops, implements and evaluates employee performance evaluations and mid-year reviews
  • Measures daily performance of staff and implements improvement strategies
  • Plans training employees to maintain standards of the industry, including all safety aspects of job assignments
  • Provide documentation to support recommended corrective and disciplinary actions
  • Addresses employee complaints and resolves informal grievances
  • Positions start the hiring process, interview applicants, and recommend hire, promotion, or transfer

Plant Operations and Maintenance

  • Supervise and perform the operation, installation, repair and maintenance of high-pressure steam boilers both coal and natural gas, DCS, PLC's the qualitative and quantitative analysis of all process fluids entering and leaving the steam plant, by utilizing accepted methods of titration, comparative and qualitative analysis to obtain the desired results
  • Supervise and perform the operation, installation, repair and maintenance of all environmental emission control systems to ensure a safe environment at all times, which includes proper operation of coal handling and ash removal systems and proper handling and clean-up of same
  • Ensures Regulatory requirements are maintained, current and submitted to regulatory entity on time i.e. Title V, OPS, MS4, SPCC compliance, APEN and EIA submissions
  • Supervise and perform the operation, installation, repair and maintenance of plant machinery including valves, pumps, fans, turbines, electric motors, coal and ash handling system components, piping distribution system components and digital control system components
  • Verifies and analyzes daily and monthly labor requirements
  • Accurately track departments indirect and direct labor distributions and ongoing productivity analysis in accordance with regulatory and departmental expectations/standards
  • Procures supplies and materials
  • Plans for material requirements for maintenance activities
  • Reviews warehoused material inventory, shop inventory and truck inventories
  • Accomplishes assigned scheduled preventative equipment maintenance by following the guidelines established by the manufacturers guidelines, follows equipment schedules and equipment status
  • Maintains plant cleanliness
  • Troubleshoot and repair to restore proper operation of plant machinery including piping systems, valves, pumps, fans, turbines, electric motors, coal and ash handling system components and digital control system components
  • Notify night truck mechanics or trade shop supervisors as appropriate of situations that need immediate attention
  • Answer phones from building tenants during 2nd and 3rd shifts and determine which requests need to be addressed immediately
  • Notifies night truck mechanics on 2nd shift or Trade Shop/On Call/Supervisors on 3rd shift
  • When required, it operates, tests, and maintains diesel powered emergency electric generators in accordance with manufacturers specifications and Joints Commissions standards
  • Maintains grounds area, surrounding buildings, and operates state vehicles
  • Based on heat plant labor requirements, this position performs general work order maintenance when staffing demand at the heat plant doesn't require two or more operators
  • Ensure proper PPE is utilized
  • Travels to facilities in a state vehicle to execute the daily needs of the business
  • Snow removal

Budget Management

  • Manage heat plant budget allocations per fiscal year
  • Assure inventory management maintains adequate stocking inventory and supplies needed for specific heat plant services and functions
  • Manage budget variances by allocation and collaborate with DFM-SD Budget manager to adjust budget values based upon ongoing and projected expense rates
  • Research different supplies and equipment from vendors to procure at the lowest cost
  • Develop requests for the planned replacement and purchase of critical physical plant needs
  • Position is involved in the preparation, presentation, and justification of budgets
  • Maintains and manages budget resources and procurement card transactions

Contract Management

  • Manage and monitor vendor contracts for within the southern district Heat Plant
  • Ensure that contract vendors are delivering the services as per the executed state contract in force
  • Provide specifications for each contracted services when they become due to rebidding at various intervals
  • Performs other duties as assigned

Pay

$6,883.00 - $8,030.00 Monthly ($82,596.00 - $96,360.00 Annually)
