Core Responsibilities
- Provide technical assistance and capacity building to clients, partners, and project teams on the use of CMS data, analytics platforms, and data science approaches to support CMS projects.
- Develop practical guidance, training materials, analytic playbooks, code examples, templates, and other resources that help teams apply data analytics and data science methods consistently and effectively.
- Coach and mentor staff and client stakeholders across the data lifecycle, including data acquisition, data management, analysis, automation, visualization, quality assurance, and interpretation of findings.
- Lead cross-functional teams in querying claims and enrollment data, creating analytic files, performing risk adjustment and price standardization, conducting statistical and other analyses, and translating results into clear insights for decision-making.
- Design and support quality assurance processes for code, analytic requirements, defect tracking, documentation, reproducibility, and requirements traceability.
- Facilitate collaborative working sessions, trainings, and other capacity-building activities that strengthen analytic skills and promote adoption of best practices.
- Apply deep knowledge of CMS programs and data content, especially those associated with payment model innovation and measurement of health outcomes.
- Work collaboratively across cross-functional teams, communicating technical concepts clearly to both technical and non-technical audiences.
Requirements
- Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience, or PhD + Eight years of relevant experience.
- Candidates must have experience or strong working familiarity with one or both of the following CMS systems and data environments: IDR — Integrated Data Repository and/or VRDC — Virtual Research Data Center.
- Experience with DataConnect and TMSIS systems is strongly preferred.
- Additional exposure to other CMS, Medicare, Medicaid, or healthcare data platforms is a plus.
- Experience designing or supporting data architecture in healthcare, CMS, Medicare, Medicaid, or claims-based environments.
- Strong understanding of healthcare data structures, including claims, enrollment, provider, beneficiary, payment, and utilization data.
- Experience with data modeling, data mapping, ETL/ELT concepts, metadata management, and data governance.
- Strong SQL and data analysis skills.
- Ability to assess data quality, identify anomalies, and support validation processes.
- Experience working with secure data environments and sensitive healthcare data.
- Knowledge of privacy, compliance, and security considerations related to CMS or regulated healthcare data.
- Ability to communicate complex data concepts to technical and non-technical stakeholders.
- Strong documentation skills, including data flow diagrams, architecture artifacts, requirements documentation, and analytic specifications.
- Familiarity with healthcare analytics tools, business intelligence platforms, or statistical programming languages such as Python, R, SAS, or similar.
- Experience with fraud, waste, and abuse analytics, program integrity, payment integrity, or claims anomaly detection strongly preferred.
- Ability to evaluate emerging data technologies and recommend practical applications for CMS data use cases.
- At least 5 years of experience supporting CMS contractors, federal healthcare programs, or government data initiatives.
- Active credentials to work on CMS systems strongly preferred.

Benefits
This position offers an anticipated annual base salary range of approximately $130,000 to $200,000. Salary offers are made based on internal equity and market analysis.
