Health Professional VII - Regional Health Services Administrator (Hybrid)

About the role

This position directs and administers the operations for the Clinical Services work units through subordinate supervisors, Health Services Administrators, in assigned regions of the CDOC correctional facilities within the state.

Responsibilities

• Manages and ensures safe clinical practice of providers such as nurses, physicians, dentists, and dental assistants;
• Solves issues related to operations of the clinical units or infirmaries beyond the scope of a local HSA;
• Resource person to HSA in addressing personnel problems or issues;
• Ensures subordinate managers are in compliance with Administrative Regulations, Compliance standards, State/Federal Statues, State Licensing/Credentialing, and Regulatory Board standards;
• Ensures that subordinate managers are in compliance with fiscal rules and policies in regards to allocations provided for each clinical unit;
• Makes assignments of clinical resources by deploying staff to other facilities within assigned region during staffing crises;
• Develops, modifies, or updates clinical Administrative Regulations, clinical standards, clinical policies or guidelines relevant to the operations of clinical units;
• Functions as a member of the management team to develop policy, formulate strategic plans for improving the overall functioning of the operations of clinical units;
• Identifies opportunities for improvement and problem resolution in the delivery of health care services statewide;
• Evaluates and analyzes local initiatives to determine appropriateness of systemic application;
• Designs and implements action plans and strategies;
• Responds to correspondence from the Governor's Office as it applies within each region in the established time frames;
• Participates in the development of training programs for staff and ensures implementation of these programs;
• Assists in developing position descriptions and performance objectives for specific clinical classifications to ensure consistency of practice statewide;
• Participates in strategic planning sessions for the delivery of health care services within the clinics.

Requirements

Minimum Qualifications:

• A bachelor's degree from an accredited institution in a healthcare field;
• Six (6) years of professional health care experience;
• Two (2) years of experience managing a multidisciplinary health care program in which you established operational or programmatic goals and objectives and developed and managed a budget to achieve those goals and objectives.

Substitutions:

• Experience in the healthcare field will substitute for the degree requirement on a year-for-year basis.
• A master's or doctorate degree from an accredited college or university in the healthcare field of study may be substituted for the bachelor's degree and the required general experience on a year-for-year.

Additional Qualifications:

• Two years of experience supervising professional health staff such as nurses, dentists, and physicians.
• Experience managing a multi-disciplinary health care program within a correctional organization.
• Licensed as a Registered Nurse through DORA, Department of Regulatory Agencies.

• Proven ability to provide efficient and effective customer service, while managing health care in a multiple programmatic organization demonstrating exemplary responsiveness;
• Managing effective clinical operations while ensuring health care measures are met;
• Provides analytical expertise in health care planning, ensuring effectiveness, progressive establishment, and evaluation of measurements;
• Ability to identify goals/objectives, analyze needs/issues, and offer creative solutions;
• Ability to implement and improve operations through effective performance measures;
• Ability to read and comprehend the English language;
• Ability to effectively communicate fluently in English both verbally and in writing;
• Ability to create accessible documents and technical content that follows plain language guidelines with accessibility in mind.

Preferred Qualifications:

• Two years of experience supervising professional health staff such as nurses, dentists, and physicians.
• Supervisory experience is exercising span and control over subordinate staff to include coaching, mentoring, daily monitoring, performance management (planning, reviewing and evaluating), resolving complaints/grievances at the informal level, responsibility for scheduling and leave approval, and providing input that could affect pay, status, or tenure;
• Experience managing a multi-disciplinary health care program;
• Experience managing a multi-disciplinary health care program within a correctional organization.
