About the role

The Oregon Health Authority (OHA), Public Health Division (PHD), within the Adolescent Health, ScreenWise and Reproductive Health section is seeking a Health Policy Analyst (Operations and Policy Analyst 3).

Responsibilities

  • Analyze and interpret Gender Affirming Care (GAC) policies affecting both current programs and emerging legislation and initiatives across OHA.
  • Work closely with the OHA Gender Affirming Care Steering Committee to deliver policy analysis, expert consultation, and strategic recommendations to OHA leadership, program areas, and partner organizations.
  • Lead studies exploring treatment access barriers identified by community members and partners, guide statewide policy and legislative efforts, and develop both immediate and long-range plans to advance GAC priorities.
  • Audit current programs and Oregon’s capacity to support GAC services, recommending improvements that build sustainable systems of care aligned with House Bill 2002.
  • Strengthen cross-system relationships to ensure equitable access to high-quality, culturally and linguistically responsive gender affirming care.
  • Coordinate OHA’s response to high-profile policy changes, addressing scope, resource allocation, accountability, and policy alignment.
  • Develop privacy conscious data collection methods, support the expansion of GAC provider networks, and consider insurance coverage and reimbursement structures essential for sustainable health systems.
  • Bring critical GAC expertise, strategic and systems thinking, and community engagement skills to convene partners, facilitate equitable decision-making, and support OHA’s mission to eliminate health inequities.

Requirements

  • Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills.
  • Four years professional-level evaluative, analytical and planning work OR Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Qualifications

  • Strong knowledge of gender-affirming care, including related policies, systems, and community needs.
  • Strong knowledge of Oregon’s health systems, including public health, Medicaid, and commercial payers.
  • Experience with studies, projects, or programs that focus on state-level workforce development and network adequacy needs.
  • Experience working directly with communities and partners most impacted by health inequities, demonstrating cultural humility and community-centered engagement.
  • Proven project management skills, including planning, organizing, and coordinating complex initiatives.
  • Background in policy analysis that informs project planning, development, and implementation.
  • Experience conducting community-based data collection, assessments and evaluations to guide program improvement and decision-making.

Pay

The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%.

Schedule

This is a hybrid position. The individual selected will work both remotely and in person and will be required to attend onsite meetings at least twice per year.
